Stephanie Lovette, Economic Development Coordinator, stated that the Agency had an agreement with Marin
Housing Authority to operate the Below Market Rate Program for ownership units since the program's inception in
1986. Giving a brief update on the Affordable Housing Ownership Program, Ms. Lovette reported that it had been
a challenging year for the program for many reasons. The housing stock of 116 units was getting older, it had
been difficult for people to obtain financing and market rate units had fallen making them less competitive than
previously.
Ms. Lovette introduced David Latina, Director of Housing Development and Community Revitalization at Marin
Housing and Carmen Soruco, Program Specialist in charge of the BMR (Below Market Rate) program.
Explaining recent changes at the Marin Housing Authority, Mr. Latina stated that his position was newly -created,
due to the unique challenges being faced not only with the BMR program but with the other affordable housing
units. He indicated that their housing stock, both multi -family and BMR, were aging, populations were aging and
they were trying to keep people living independent as long as possible. He commented that half of their units
were senior, elderly and disabled. Reporting that the homeownership program was dealing with major changes
with financing and other types of underwriting, Mr. Latina stated that in the last six months they had doubled their
Mortgage Credit Certificate Program, a program that helps homeowners with down payment assistance. He
added that there had been an increased allocation of the American Dream Down Payment Initiative, which would
help potential homeowners with only 3% down payment to qualify for the program. Mr. Latina stated that they
had also been successful in getting approximately $3 million in stimulus funds from the federal government,
which would assist them in renovating existing multi -family buildings, as well as bring in sixteen new fully
accessible units for the elderly and disabled. He indicated that a further grant had been received from the
Federal Stimulus Program to do green energy and efficiency programs.
Mr. Latina stated that they looked forward to working together with staff as strategic partners in addressing these
challenges, and to continue to identify additional resources from outside Marin County.
Chairman Boro thanked Mr. Latina and the Marin Housing Authority for their help in the past and looked forward
to a great future as far as housing was concerned in the City, especially with respect to the affordable units.
Member Brockbank moved and Member Miller seconded, to adopt the Resolution.
