Mayor Phillips announced changes to the order of the agenda: Item 4.c to follow item 7.a., and Item 5.b to follow item 6.a. OPEN TIME FOR PUBLIC EXPRESSION - 7:00 PM The public is welcome to address the City Council at this time on matters not on the agenda that are within its jurisdiction. Please be advised that pursuant to Government Code Section 54954.2, the City Council is not permitted to discuss or take action on any matter not on the agenda, unless it determines that an emergency exists, or that there is a need to take immediate action which arose following posting of the agenda. Comments may be no longer than two minutes and should be respectful to the community. Barry Taranto requested free parking for the holidays; discussed body cameras for the Police Department and traffic lights in Terra Linda (Manuel D. Freitas). Ken Dickinson informed Council of flooding near the proposed SMART Station at the Civic Center, and related safety issues. Mayor Phillips Janet Shirley discussed safety regarding SMART and Quiet Zone. Marianne Nannestad discussed the flooding issues near the Civic Center and suggested the creek be cleared out. Mayor Phillips Ray Lorber, representing Mont Marin Neighborhood Association, presented retiring Councilmember Connolly with a Certificate of Recognition. Paula Doubleday discussed Disaster Preparedness and suggested Community Emergency Response Team (CERT) training for City employees. SPECIAL PRESENTATION: 3. Special Presentation: a. Presentation on Community Schools by Dr. Michael Watenpaugh, Superintendent of School and Dr. Harriet MacLean, Assistant Superintendent, Education Services, San Rafael City Schools. Dr. MacLean made a presentation on Community Schools. Dr. Watenpaugh was unable to attend. CONSENT CALENDAR: 4. Consent Calendar Items: Tom Adams, Economic Development Specialist, requested that Final Approval of Ordinance 1926 (Item 4.c) be deferred until after the adoption of the BID Resolution (Item 7.a) Councilmember Connolly moved and Councilmember McCullough seconded to approve the remainder of the Consent Calendar Items: a. City Manager's Report Nancy Mackle reported: • Special Meeting on December 15th at 4:30pm for interviews to fill the City Council Vacancy; • City Offices are closed for Christmas and New Year. Also City Hall, non -safety administrative offices, will be closed December 26th and January 2nd. Jim Schutz, Assistant City Manager, reported: • For the holidays, there will be free three hour parking without validation in both city garages and all ten city parking lots from Nov. 28 through Dec. 31, 2014. 0 COUNCILMEMBER REPORTS / REQUESTS FOR FUTURE AGENDA ITEMS: (including AB 1234 Reports on Meetings and Conferences Attended at City Expense) 9. Councilmember Reports Councilmember Colin reported: • Attended MCCMC Committee on Homelessness: Discussion of potential joint funding structure; all representatives present from Towns and Cities were interested in learning more and moving forward.
