Mayor Phillips clarified the procedure for choosing the finalist and returned to the City Council for
comment and deliberation:

Applicant John Gamblin emerged as the front runner with eight (8) votes; Mark Lubamersky with seven
(7) votes; Amy Likover with six (6) votes and Charlie Litchfield with three (3) votes.
Councilmember Bushey moved and Councilmember Colin seconded to approve Appointment of John
Gamblin to Fill the Vacancy on the San Rafael City Council
John Gamblin appointed to the San Rafael City Council.

b) Administration of Oath of Office to John Gamblin (CC)
John Gamblin was sworn in as the Newly Appointed Councilmember by the City Clerk.
