Please be advised that pursuant to Government Code Section 54954.2, the City Council is not permitted to discuss or take action on any matter not on the agenda unless it determines that an emergency exists, or that there is a need to take immediate action which arose following posting of the agenda. Comments may be no longer than two minutes and should be respectful to the community. CONSENT CALENDAR: The opportunity for public comment on consent calendar items will occur prior to the City Council’s vote on the Consent Calendar. The City Council may approve the entire consent calendar with one action. In the alternative, items on the Consent Calendar may be removed by any City Council or staff member, for separate discussion and vote. 4. Consent Calendar Items: a.Approval of Minutes of Special City Council Meeting and City Council / Successor Agency Meeting of November 16, 2015 (CC) Recommended Action – Approve as submitted b.Resolution Accepting a California State Funded Preschool Safety Net Grant from the Marin Child Care Council in the Amount of $30,000 for Fiscal Year 2015-2016 to Support the Pickleweed Preschool Program and Authorizing the City Manager to Execute the Grant Documents with Spending Authority (CS) Recommended Action – Adopt Resolution c.Resolution Authorizing the City Manager to Execute an Amendment to the Professional Services Agreement with Kimley-Horn and Associates in an Amount of $80,000 for Additional Work Related to the Tam Grant for the Full or Partial Relocation of the San Rafael Transit Center Due to the Impact of Smart Rail Operations (ED) Recommended Action – Adopt Resolution d.Resolution Waiving Competitive Bidding and Authorizing the City Manager to Sell Two Surplus Police Motorcycles, Vehicle #155 and #201, to the Central Marin Police Authority for $10,000 (PD) Recommended Action – Adopt Resolution e.Resolution Authorizing the City Manager to Execute the 10th Amendment to the March 28, 2006 Cooperation Agreement Between the County of Marin and City of San Rafael to Secure $263,504.00 in Federal Community Development Block Grant Funds for ADA Improvements to Public Facilities within the City of San Rafael (PW) Recommended Action – Adopt Resolution f.Resolution Authorizing the City Manager to Execute Professional Service Agreements for Temporary Staff Assistance with Park Engineering in an Amount not to Exceed $ 43,200, Jim Forbes Traffic Consulting in an Amount not to Exceed $39,000, And W-Trans in an Amount not to Exceed $ 49,920 (PW) Recommended Action – Adopt Resolution OTHER AGENDA ITEMS: 5.
