RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN RAFAEL AMENDING
THE MASTER FEE SCHEDULE TO REVISE THE REFUSE IMPACT FEE, TO BE
EFFECTIVE RETROACTIVELY TO JANUARY 1, 2013
WHEREAS, the City Council first adopted a Master Fee Schedule on January 5, 2004, by
Resolution 11473, Ordinance No. 1818, which included a Refuse Impact Fee based upon
a Refuse Vehicle Street Maintenance Cost Analysis conducted by HF&H Consultants,
LLC; and,
WHEREAS, the City Council last adopted an updated Master Fee Schedule on August 1,
2011, by Resolution No. 13218, Ordinance No. 1898, which contained a Refuse Impact
Fee, as shown on Table 1, Section 09.03.00; and,
WHEREAS, the City Council amended the existing Master Fee Schedule on June 18,
2012, by Resolution No. 13363, establishing new Animal Control Services fees
consistent with the Marin County Ordinance; and,
WHEREAS, the City Council in in receipt of, and accepts a new Refuse Vehicle Street
Maintenance Cost Analysis dated January 10, 2013 conducted by HF&H Consultants,
LLC; and,
WHEREAS, the City Clerk pursuant to Government Code Sections 66018 and 6062a has
published notices of a public hearing concerning the City's proposed amendment of
Master Fee Schedule by adoption of a Resolution revising Table 1, Section 09.03.00,
NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of San Rafael
hereby amends the existing Master Fee Schedule, Resolution No. 13218, to revise the
Refuse Impact Fee, as shown in Table 1, Section 09.03.00, to increase the fee from
$196,000 per year to $443,600 per year, as shown on Exhibit "A" attached hereto.
I, ESTHER C. BEIRNE, Clerk of the City of San Rafael, hereby certify that the
foregoing resolution was duly and regularly introduced and adopted at a regular meeting
of the City Council of said City held on Monday the fourth day of February, 2013, by the
following vote, to wit:
