CITY OF SAN RAFAEL
PRESENTS THIS
RESOLUTION OF UPRECIRTION
TO
Joyce McCarthy - Employee of the First Quarter 2013, Fire Department
WHEREAS, Joyce began public service with the City of San Rafael in 2007 as an Accounting Assistant with
Finance, moving to Parking Services in the same capacity in 2010 and to the Fire Department later that year as an
Accountant; and
WI IF.REAS, Joyce is truly a role model as a person and exceptional public servant for the City of San Rafael. Joyce
is a highly competent accountant that possesses an exceptional work ethic that not only generates an extraordinary
level of productivity, but also enthusiasm that is present in all of her interactions ... one that is simply contagious; and
WI IERLAS, Joyce has become adept at medical billing and budgeting which is no easy task, and the recent economic
conditions only increased the challenges we faced with Medicare, Medical and insurance providers. Joyce is
extraordinarily resourceful and compassionate with all of those she comes in contact with through the delivery of
Paramedic services; and
WI IERFAS, Joyce and her passionate and diligent efforts, have helped turn a financial challenge for the City that was
under a private contract and in arrears, into a winner that is now up to date and exceeding financial projections. Joyce
has increased our effectiveness and efficiency with medical billing and budgeting resulting in fewer tasks, delays, and
increased cost recovery. Joyce is a self-starter and solution seeker. There has been no challenge, big or small, that
Joyce has not readily accepted and done her very best for the betterment of those we serve; and
WHEREAS, Joyce is never too busy to assist others and if she doesn't know the answer, she will find it. Joyce's
personal style and upbeat "can do" attitude has allowed us to achieve higher levels of service. Joyce has a true love
for helping others and expanding her knowledge has resulted in her graduation from the San Rafael Citizens Police
Academy, Community Development Planning Academy, CERT, and her voluntary participation and assistance at
many City and Community events. Joyce is positive, creative and inspires those around her. She is calm, helpful and
reassuring. Joyce always lends a hand, often anticipating needs of others.
NOW, (HEREFORE, BE IT RESOLVED, that the Mayor and City Council of the City of San Rafael hereby
designate Joyce McCarthy as the "Employee of the Quarter" for the First Quarter of 2013, and express sincere
appreciation for her ded' tion, pr essionalism and outstanding service to the City of San Rafael.
