HomeMy WebLinkAboutCC Resolution 13550 (Purchase Vision Traffic Suite)RESOLUTION NO. 13550 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN RAFAEL AUTHORIZING THE PUBLIC WORKS DIRECTOR TO PURCHASE VISION TRAFFIC SUITE B4 FROM PTV AMERICA INC., WHICH INCLUDES MULTI- MODAL TRAFFIC SIMULATION SOFTWARE (VISSIM V4) AND TRAFFIC ANALYSIS AND FORECAST MODELING SOFTWARE (VISUM S2). WHEREAS, traffic modeling software is an indispensible tool employed by the Department of Public Works to forecast future traffic volumes generated by major land use changes and roadway improvements; and WHEREAS, our current traffic modeling software (Emme2) is 16 years old and lacks the ability to analyze complex multi -modal scenarios such as the dramatic impact the introduction of SMART light rail services will have in the very near future; and WHEREAS, Vision Traffic Suite 134 is significantly more powerful than Emme2 because it incorporates the entire range of transportation analysis tools, from strategic planning and traffic engineering to multi -modal simulations for vehicles, pedestrians, bicyclists, buses and light rail; and WHEREAS, Public Works staff reviewed a number of traffic simulation, traffic analysis, and forecast modeling programs and determined that Vision Traffic Suite clearly is the system that best meets San Rafael's current and evolving needs; and WHEREAS, staff believes that this review process has produced the best results for the City and, due to the unique and highly specialized nature of the program and software, recommends the waiver of formal bidding requirements; and WHEREAS, the cost for the PTV America traffic simulation software (Vissim V4), the traffic analysis and forecasting software (Vissum S2) and the first year of technical support is $25,200; and WHEREAS, sufficient resources have been set aside in the current Public Works General Fund budget to fund this one-time expenditure. THE CITY COUNCIL OF THE CITY OF SAN RAFAEL RESOLVES as follows: Formal bidding is hereby waived, and the Director of Public Works is authorized to purchase the traffic modeling and forecasting software described above from PTV America, Inc., as described in Exhibit A (attached) and in an amount not to exceed $25,200. I, ESTHER C.
