TO 7:00 P.M. WHEREAS, the La Placita Open Air Market necessitates the temporary closure of City streets bi- monthly on Sundays from July 28`x', to October 27`x' 2013 from 7 a.m. to 7p.m., and WHEREAS, Closures are required for the following streets: 1. Alto Street from Larkspur Street to Belvedere Street. 2. Belvedere Street from Louise Street to Tiburon Street, and WHEREAS, after reviewing plans for the event and the traffic patterns, City staff has determined and recommended that, in the interest of the safety and welfare of pedestrian and auto traffic the above listed streets should be temporarily closed to through traffic for the date and times described above. THEREFORE, THE CITY COUNCIL OF THE CITY OF SAN RAFAEL HEREBY RESOLVES AS FOLLOWS: 1. That all of the above findings are true and correct; 2. That, pursuant to the authority of Vehicle Code section 21101(e), for the safety and protection of persons, both pedestrians and vehicle drivers, the City Council hereby authorizes the temporary closure of the above listed streets for the date and times described above. 1, ESTHER C. It will be a community based marketplace where micro -entrepreneurs from the Canal neighborhood will receive support to develop their business and moving forward to become successful business owners, opening job opportunities and setting examples that other members of the Canal can emulate. La Placita, as an outdoor market venue, will be strategically located in the heart of the Canal neighborhood and will bring the following attributes: • Experience the vibrancy of the Latin American culture • Sample cuisine from an array of diverse cultures in the Latino community • Discover exciting an educational experiences, arts and culture • Bring support to small business owners We are well poised to appeal demographically, to re-create a small pueblo experience of Latin America; a kind of place that will be enjoyed and be a contributing community member in Marin County, for all to come to shop, eat and enjoy life! ABOUT CANAL WELCOME CENTER: The Canal Welcome Center is a non-profit grassroots organization rooted in the belief in the strengths and talents of its residents. It is distinct from its counterparts, that it is community driven, and staffed by resident members. It is rooted also, in the philosophy to capture and invest in their talents, skills and sense of community. The majority of the Canal's residents are foreign -born and low-income. CWC's programs have primarily focused on developing their ability to participate fully in local, civic and economic development; while also assisting them in retaining their unique cultural roots. Currently we are developing the marketplace for micro -entrepreneurs from the Canal district, and we are asking for your support, La Placita promises to be a great opportunity for residents to improve their economic future and learn best business practices. This Multicultural Open Air Market project enriches members in the community by improving their economic well-being, and demonstrates how they can contribute to our society with their Unique culture. 3 "LA PLACITA" OUR MISSION 1) La Placita is committed to provide a Latin American outdoor shopping experience where customers from the Canal district and the broader Marin community can experience the Latin American culture by shopping from local entrepreneurs while maintaining high level of standards to ensure a sustainable, safe, clean, and family friendly environment. 2)To demo nstrate/highlight the entrepreneurial vitality of the Canal Community through a unique social enterprise/business incubation/economic development model incorporating open air market, retail merchandising, and cultural expression/ entertainment elements. THE VISION La Placita will create an outdoor shopping experience which will become a must shop destination for friends, families, and -in the future- for tourists from around the Bay Area. It will be a place where they can enjoy the Latino Culture through a diverse mix of merchandise, artists and traditional food. La Placita will create a memorable experience inspiring shoppers to return and bring their friends. GOALS AND OBJECTIVES La Placita goals and objectives include: ■ Promote a new and positive image of the Canal Neighborhood ■ Promote the diversity and cultural richness of the Canal ■ Provide Marin County residents with an outdoor market, a unique shopping experience ■ Provide a platform for local entrepreneurs to share their ideas and innovations directly with their customers ■ Provide the right mix of vendors to offer the most exciting shopping experience ■ Become a destination for the Bay Area, and tourists alike ■ Add to the economic vitality of the. city and county by increasing commerce ■ Partner with local Chambers of Commerce, Business Improvement District, Economic Development Department, Pluming and Permit Division,'rhe Nfayor;And City Council Members and Canal Community residents, leaders and nonprofits. ■ Promote and encourage green business practices ■ Promote and nurture local artists and entrepreneurs 4 THE DEMAND Our economy is recovering slowly from an unprecedented downturn and innovative ideas are needed. La Placita offers this opportunity by opening an outdoor market in San Rafael's Canal neighborhood where new culturally - appropriate, economic development opportunities are much needed. It will provide customers the opportunity to find new and designed merchandise, arts and crafts from Latin America; local grown fruits and vegetables, traditional food, and gifts all at reasonable prices. Clearly there is a need as it's our understanding that entrepreneurs currently do not have opportunities in the North Bay to sell their merchandise directly to the public. La Placita will provide this platform, and in a safe and family friendly environment. The presence of La Placita in the Canal Neighborhood will bring in new consumer dollars and recycle current consumer dollars within our community in Marin. EXHIBITOR DISPLAYS AND MERCHANDISING The vendors exhibiting at La Placita will display their products in a professional aesthetically pleasing way. Guidelines are in place to ensure that La Placita will have an upscale and desirable appearance. Vendors will be required to have a canopy and present their products on tables, display cases or hanging racks. Canal Welcome Center will provide each vendor with an industrial canopy with premium polyester water repellent, fire resistant canopy top for protection. Its industrial grade steel construction is engineered to ensure simple set-up where no tools are required and finally, all canopies will be the same size, colors and industrial quality. Proposed tents Sample Food Tents Our Vendors are personally selected from the Canal Community and all when through an educational process. When choosing a vendor we look for exhibits that are well organized and aesthetically pleasing that fit into our vision. The vendors we showcase are extremely enthusiastic about what they do and take great pride and pleasure in their work. Many of these vendors are new entrepreneurs and some are leading experts in their field. In addition it will be a place to relax, not just shop, with entertainment, food and drinks that can be consumed on-site but also in an alcohol and Tabaco free environment. At La Placita you can expect to find vendors selling arts and crafts, pictures, furniture pieces, clothing and accessories, jewelry, purses, bags, and pillows. In addition, our feasibility study showed the interest of our community to trade or sale tools, books, antiques, flowers and plants, garden accessories, Produce (fruits, vegetables, herbs), health and beauty products, La Placita is very proud of the vendors we showcase and look forward to serving the Canal and the broader Marin community with exciting, fresh and the right mix of products and vendors representing the Latino Culture, SUSTAINABILITY AND THE ENVIRONMENT La Placita is dedicated to serving San Rafael's Canal neighborhood and the broader Marin community in a socially responsible and environmentally friendly way. La Placita carefully selects vendors who share out- commitment to the environment and who are creative with recycled goods. A group of our vendors will be selling recycled goods: tools, antiques, toys, clothing, paintings, shopping bags, garden accessories, furniture and some arts and crafts. As we move forward we will be integrating additional environmental conscious practices by encouraging; • Canal residents to walk • Recycle, Reuse, Repurpose • Promotion of Public Transportation • Promotion of bicycle transportation • Promotion of the keeping San Rafael Clean campaign • Designating recycling and compost bins where relevant • Promoting organic products. There is no purer example of free enterprise than an outdoor marketplace where entrepreneurs can sell directly to their customers. La Placita will attract new consumers to the city and will benefit the city's tax base. The Canal Welcome Center has identified a potential location for La Placita project ALTO AND BELVEDERE STREETS / Canal District (First Option) Canal Welcome Center proposes to use Alto Street and a portion of Belvedere Street between Tiburon St. and Louis St. in the Canal District of San Rafael as a venue for La Placita. The space will comfortably fit our venture and will benefit the local businesses from the increase in commerce. CWC strongly believes La Placita will bring new life and energy to San Rafael's Canal district and looks to partner with local Chambers of Commerce, Nonprofits, local businesses and the Economic Development Department to assist us in serving as a liaison with La Placita in obtaining the interim use of the host site. La Placita outdoor market will be running on Sundays from 12 noon to 6:OOPM every week from May to October. "Local Markets Already on the Weekend - The biggest challenge to consumer demand is the two markets already functioning on weekends, both within five miles of the market site - Larkspur on Saturday mornings and Marin Civic Center on Sunday mornings. Many consumers won't visit two markets on the same morning. Recommendation: Have the market take place in the afternoon of Saturday and/or Sunday. This will conflict less with the neighboring markets. LA PLACITA WILL: ■ Enhance the cultural and social life of Canal residents and the broader Marin community by supplying residents with a fun and exciting way to shop for unique products in an outdoor setting and a place where families and friends can meet, socialize and shop while experience the Latino Culture. ■ Educate residents in sustainable practices and the value in extending the life of previously existing products and materials ■ Stimulate the economy by increasing local cc=mrnerce and attracting new consumer dollars front around I -be Bay Area ■ Be a source of recreation and entertainment, offering residents a place to spend their leisure time ■ Attract a new bav area consumers and tourists to Marin County MANAGEMENT AND SAFETY PLAN MANAGEMENT PLAN, Canal Welcome Center Structure La Placita Multicultural open air market will have several layers of leadership and management. It is recommended that the market be considered a social enterprise of the Canal Welcome Center ("Center"), a community-based nonprofit organization. The leadership of the market will be carried out by the Center's Board of Directors, Executive Director, and the Market Manager. The Center has a Board of Directors which will ultimately be responsible for the direction and viability of the open-air market, The Board should approve major decisions related to the market, such location, hiring of the Manager, and the termination of operations of the market. For most other decisions, the Center's Board should designate the Executive Director to carry out its oversight functions. For example, the Executive Director should negotiate on behalf of the Board with public officials; decide on market dates of special events, seasonal closing and opening dates, and the branding of the market. In turn, the Executive Director should designate the Market Manager to lead and oversee most of the day-to-day operations of the market, Market Manager The Center will hire a part-time or full-time Manager of the market. This Manager will be responsible for the day-to-day operations of La Placita multicultural open air market and more complicated matters will be taken to the Executive Director. Matters that involve the organization's livelihood, direction or financial stability will be taken to the Board. Under the supervision of the Executive Director, the Market Manager will be responsible for the accounting and books of the market, creating a budget, registering and tracking vendors, assigning locations for vendors, ensuring services such as janitorial, garbage, restrooms, and water, and arranging music or other entertainment. Volunteer Coordinator The Volunteer Coordinator oversees the coordination of La Placita volunteers and will work directly with them in all aspects of planning, organizing, and executing by scheduling them to support the operation of the market, and provide assistance in all areas that rely on the added reinforcement of volunteers to help fulfill numerous responsibilities. The volunteer coordinator will be under the supervision of the Market Manager and performs a wide range of duties including but not limited to the following: -Prepare projects for market volunteers to work on •Maintain updated lists of current volunteers and keep all contact, emergency records, and sign -in forms organized and recorded -Support Special Events in order to recruit, train and retain volunteers for La Placita. (Especial events includes: Holiday celebrations, outreach events, and art shows) *Recruit volunteers to set up and break down monthly markets *Ability to assess individual skill levels and interests and tailor them to appropriate jobs Vendor Assembly and Committee The vendors themselves will have representation through a vendor Assembly which should meet at least twice per year, but more often as necessary. The Assembly might only have one official role - to elect their representatives to the Vendor Committee, but the Assembly will be an important conduit of information from the Vendor Committee and the Market Manager, as well as from the vendors to the Committee and the Manager. The Vendor Committee should consist of at least four vendors and up to ten. The Committee should meet at least on a monthly basis and should provide feedback to the Market Manager from the vendors on issues such as number of vendors; recruitment and selection of new vendors; allocation of vendor spaces; dispute resolution; identification of vendor training needs; effectiveness of vendor training; provision of services, including janitorial, garbage, restrooms, water, utilities, translation, and security; and the perception of success of branding and marketing efforts. The services Staff The services staff will be responsible to set up and break down the weekely/monthly Market, including janitorial, garbage, restrooms, water, utilities, translation, put and remove barricades, and recycling. We expect to hire up to 10 community residents (youth and adults) as our services staff. CWC has a strong track record of managing different community events and festivals where the public safety has been one of our main strengths. CWC is committed to inform and train vendors, staff, and volunteers about all safety requirements and event rules. Due to financial constraints and following the recommendation of the City of San Rafael Police Department on the need for onsite security patrol, CWC has decided to contract a private Security Company instead of City Staff (SRPD). We are in the negotiation of a contract with BARBIER SECURITY GROUP (BSG) to offer Security Guard and Patrol Services to La Placita. BSG is a private patrol operator licensed under the California Private Security Services Act. BSG operates a business providing guards and patrol personnel to protect persons and property. Barbier Security Group shall provide 2 security agents to work the Canal Market that will be located on alto and surrounding streets. Security shall enforce all event rules. Fallowing each event an activity report shall be generated that. lists any issues or suggestions regarding security and safety. BSG will work closely with the event manager and hold regular meetings to discuss any issues. Services to be furnished by BSG: (a) BSG shall furnish fully qualified and trained patrol personnel/uniformed guards to patrol Client's property as requested by Canal Welcome Center (Client). Each ,guard/patrol employee of BSG shall be registered with the California Bureau of Security and Investigative Services, and at all times while on duty, carry a valid 4cc:urity guard registration card. The specific duties of the patrol personnel/guard shall be to visually inspect the exterior and interior of Client's property at the times and frequencies noted below: (b) In the event patrol personnel/guard observe any suspicious criminal activity, bomb threats, evidence of actual or impending theft or damage to property, or evidence of actual or impending harm to persons on Client's property, the patrol personnel/guard shall immediately notify appropriate local law enforcement agencies, supervisory personnel of BSG, and Client. (c) The patrol services provided by BSG shall be performed by qualified, efficient, and discreet employees maintaining a professional demeanor at all time in strict accordance with recognized best industry practices. (d) BSG shall have available by telephone a live supervisor 24 hours a day, 7 days a week, who can be reached by a patrol personnel/guard on duty and Client at 415-747-8473. MANAGEMENT STAFF AND CONTACT DOUGLAS MUNDO, Canal Welcome Center's Executive Director and resident of the Canal Community. Hi is a first generation Latino immigrant, bilingual and bicultural. Douglas' ability to work effectively for and with the Canal's residents is proven in the areas of Education, Arts and Culture, Economic Development and Community organizing. From gaining the trust of, polling and hearing residents' needs to helping with implementing their educational projects. Douglas has been part of different community initiatives in Marin County and around the Bay Area. Some of his involvement includes working with The Marin County Department of Health and Human Services to organize the Bi -national Health week in Marin, Advocating for the immigrant community in Marin County as part of the Marin Immigrant Rights Advocates and the Marin Immigrant rights Coalition, organizing parents, community leaders and Canal residents to create Cultural Celebrations such the International Festival, Christmas in the Canal and leading the Day of the dead celebration, among others. For his personal accomplishments, professional achievements, and outstanding contributions to San Rafael community, Douglas has been recipient of different recognitions and community awards such us the 2004 Martin Luther King Humanitarian Award from the Marin County Human Rights Commission, the 2008 Grassroots OrganizerAward from the Social Justice Center of Marin and the 2011 Spirit of Marin Award from Bank of Marin. His work has also been recognized by Congresswoman Lynn Woolsey, Senator Mark Leno, Supervisor Steve Kinsey and former San Rafael City Major Albert Boro.
