HomeMy WebLinkAboutCC Resolution 13580 (Food & Wine Festival)RESOLUTION NO. 1380 RESOLUTION AUTHORIZING THE TEMPORARY CLOSURE OF MISSION AVENUE BETWEEN C STREET AND E STREET FOR THE 7T" ANNUAL SAN RAFAEL FOOD AND WINE FESTIVAL, SATURDAY, AUGUST 10, 2013, BETWEEN THE HOURS OF 8:00 A.M. AND 8:00 P.M. WHEREAS, the San Rafael Food and Wine Festival at Falkirk Cultural Center necessitates the intermittent temporary closure of Mission Avenue between C Street and E Street on Saturday, August 10, 2013, from 8:00 AM — 8:00 PM: and WHEREAS, after reviewing plans for the event and the traffic patterns, City staff has determined and recommended that, in the interest of the safety and welfare of pedestrian and auto traffic in the downtown area, the above street should be intermittently temporarily closed to through traffic for the date and time described above: and WHEREAS, Mission Avenue has been closed in the same manner in past years with success for this and similar events. CITY COUNCII. OF THE CITY OF SAN RAFAEL HEREBY RESOI.,VES AS FOLLOWS: 1. That all of the above findings are true and correct, 2. That, pursuant to the authority of the Vehicle Code section 21101 (e), for the protection of persons, both pedestrians and vehicle drivers, the City Council hereby authorizes the temporary closure of the above listed street for the date and time described above. Warning/detour/directional signage will be placed at all approaches to event area. Will use event parking signage to direct public to near -by parking lots. PARKING Vendors: Vendors located on Falkirk grounds will park in Menzies Lot Public & ADA: Public will be directed to park in 5th & D Street lot and C Street lot as well as remaining City Hall spaces (entering from 5th Ave.). Disabled Parking will take place in the front of Menzies as well as behind the Greenhouse on Falkirk grounds. No other public parking will take place in Menzies. Church and Library to be notified by Beth. *Library staff will park in the City Hall lot, and we ask that parking officers be notified to allow staff with Menzies parking stickers to not be ticketed on the day of the event in the City Hall lot since we are taking their Menzies lot spaces. Menzies lot (58 spaces, 2 of which are handicap designated) will have clearly posted ADA and vendor parking only signs (promoter) and will have an ADA sensitive attendant day of event staffed by promoter. Vendors will have vehicle ID tags provided by promoter. Additional ADA signs for Greenhouse parking provided by Falkirk. Citv Hall lot will be open after vendor set-up and public will be allowed to park in available Visitor spaces.
