RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN RAFAEL
AUTHORIZING THE DIRECTOR OF PUBLIC WORKS TO APPROVE
ARROW MANUFACTURING AS A SOLE SOURCE PROVIDER FOR THE
PURCHASE OF ONE CHEVROLET AMBULANCE
WHEREAS, the San Rafael Fire Department is utilizing a 1997 Ford ambulance
(#103-97) as a back-up/reserve for its fleet off 7 ambulances; and
WHEREAS, San Rafael's 2012 Fleet management Policies and Procedures
document calls for the replacement of ambulances after 5 years; and
WHEREAS, the Fire Department has determined that Arrow Manufacturing of
Rock Rapids Iowa has a new Chevrolet ambulance for sale and timely delivery (2 to 3
weeks); and
WHEREAS. Arrow will fully warranty and modify the Chevrolet unit so that it is
operationally consistent with San Rafael's fleet; and
WHEREAS, the addition of this unit will create a front line fleet of 4
ambulances, as dictated by the Fire Department's Memorandum of Understanding; and
WHEREAS, there are sufficient fiends in the Vehicle Replacement Fund for the
transaction described above; and
WHEREAS, the Fire Department and Public Works have reviewed the
specifications, pricing and timelines from Arrow Manufacturing and have determined
that they offer immediate and unique operational benefits as well as financial value.
NOW, THEREFORE BE IT RESOLVED, that the City Council of the City of
San Rafael does hereby authorize the waiving of competitive bidding under San Rafael
Municipal Code Section 2.55.070(D), and approves and authorizes the Public Works
Director to enter into a sole source agreement with Arrow Manufacturing, in a form
approved by the City Attorney, for the purchase and modification of a new Chevrolet
ambulance, in an amount not to exceed $181,430.50.

foregoing resolution was duly and regularly introduced and adopted at a regular meeting
of the Council of said City on the 19th day of August, 2013, by the following vote, to wit:
