RESOLUTION OF THE SAN RAFAEL CITY COUNCIL AUTHORIZING
STREET CLOSURES FOR THE WEST END NEIGHBORHOOD ANNUAL
PICNIC _ON SUNDAY, SEPTEMBER 15, 2013 ON NEAME AVENUE FROM
SANTA MARGARITA TO WEST CRESCENT DR. 8 A.M. - 6 P.M.
WHEREAS, the West End Neighborhood Annual Picnic requires a temporary closure of a City
street on Sunday, September 15, 2013, from 8 a.m. to 6 p.m. as specified below:
Neame Avenue from Santa Margarita Dr. to West Crescent Dr.
WHEREAS, after reviewing plans for the event and the traffic patterns, City staff has determined
and recommended that, in the interest of the safety and welfare of pedestrian and auto traffic in the
West End Neighborhood, the above street should be temporarily closed to through traffic for the
date and times described above.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SAN RAFAEL HEREBY
RESOLVES AS FOLLOWS:
1. That all of the above findings are true and correct;
2. That, pursuant to the authority of Vehicle Code section 21101(e), for the safety and protection
of persons, both pedestrians and vehicle drivers, the City Council hereby authorizes the
temporary closure of the above listed street for the date and times described above.

Resolution was duly and regularly introduced and adopted at a regular meeting of the City Council
of the City of San Rafael, held on Tuesday, the 3rd day of September, 2013 by the following vote,

SUBJECT: REQUEST FOR STREET CLOSURE
DATE: SUNDAY, SEPTEMBER 15, 2013
TIME: 8:00 AM — 6:00 PM
STREET: NEAME STREET

ACTIVITIES: BBQs, Dining, Jumpie House, Crafts for kids, Balloon
Artists, Raffle
To Mayor Phillips and the San Rafael City Council;
As president of the West End Neighborhood Annual Picnic, I would again like to
hold it on Neame Street this year. This event is in association with the West End
Neighborhood Association and is open to all residents of the West End
(homeowners and renters).
BACKGROUND: The "Block Party / Picnic" was held the last three years on this
street. They were roaring successes. There were on excess of 100 attendees at
both events. Neame Street is located on the north side of Fourth Street. The
street is short with only seven houses. A representative who lives on Neame
personally talked to each homeowner and received verbal approval from all of
them to close the street for a picnic again this year. They also said they
would not park their cars on the street that day.
There have been no problems at the picnics. There is no cost to attendees and
the neighborhood association provides most of the food and beverages. The
residents bring side dishes to share. There will be entertainment for children who
will be supervised. A drawing is attached showing the layout.
If approved, I request street barriers for each end of the street from City staff.
