TO
ROTATING EMERGENCY SHELTER TEAM (REST) VOLUNTEERS
WHEREAS, Marin County congregations have been providing emergency shelter during the winter
months since 2009 through the Rotating Emergency Shelter Team program (REST); and
WHEREAS, there are many commendable organizations and individuals in San Rafael and Marin
County committed to sheltering, providing food and companionship to persons in need through the REST
program; and
WHEREAS, the success of the REST program relies on the support of volunteers in the community,
including the many Marin congregations that serve as shelter sites. These congregations absorb much of the
costs associated with using their facilities during the winter months and providing meals to their guests; and
WHEREAS, The Marin Interfaith Council has worked with Marin County congregations to support the
REST program; and
WHEREAS, the program is managed by St. Vincent de Paul Society, with financial assistance from the
County of Marin and the Marin Community Foundation.
NOW, THEREFORE, BE IT RESOLVED, that the Mayor and City Council of the City of San Rafael
hereby commend the REST program volunteers for their dedication to improving the lives of persons in
Marin County that are without housing during the winter months.
BE IT FURTHER RESOLVED that the Mayor and City Council hereby extend our appreciation to the St.
Vincent de Paul Society and to Suzanne Walker, Associate Director and to Walker Bonspille, REST Director,
for their administrative support of the program, for the training of volunteers and for providing
transportation to and from emergency shelter sites.
