RESOLUTION OF THE SAN RAFAEL CITY COUNCIL APPROVING USE OF
DEPARTMENT OF HOMELAND SECURITY GRANT FUNDS SECURED BY THE
MARIN COUNTY SHERIFF'S AUTO THEFT TASK FORCE OF $19,039.95 FOR A
FOUR (4) CAMERA AUTOMATED VEHICLE LICENSE PLATE READER SYSTEM,
EQUIPMENT AND INSTALLATION AND ADDITIONAL POLICE DEPARTMENT
FUNDS USED TO PURCHASE A SECOND TWO (2) CAMERA AUTOMATED
VEHICLE LICENSE PLATE READER SYSTEM, EQUIPMENT AND INSTALLATION
FOR $14,085.56 FROM THE SOLE SOURCE VENDOR, VIGILANT VIDEO — LEHR
AUTO COMPANY, PURCHASED BY APRIL 30, 2012.
Whereas, the City of San Rafael has marked patrol vehicles that patrol the
community each day of the year, twenty-four hours a day; and
Whereas, the Department of Homeland Security (DHS) has approved a grant
authored by the Marin County Sheriff's Office Auto Theft Task Force that
included the San Rafael Police Department as one of the recipients of a four (4)
camera Automated Vehicle License Plate Reader (ALPR) equipment in an
amount up to $19,039.96 to enhance the ability to locate and apprehend
suspects wanted for violent felony crimes as well as stolen vehicles; and
Whereas, the Police Department will initially purchase the grant funded
Automated Vehicle License Plate Reader with department funds that will be
reimbursed by the grant after initial purchase; and
Whereas, the Police Department will purchase a second unit, a two (2) camera
Automated Vehicle License Plate Reader with department funds for an additional
cost of $14,085.56 to enhance the ability to locate and apprehend suspects
wanted for violent felony crimes as well as stolen vehicles and to provide
redundancy in support of the DHS equipment.
Whereas, the Police Department seeks approval to purchase this equipment
from a sole source vendor in conjunction with the Marin County Sheriff's Office
grant to have the same equipment installed on both San Rafael Police units to
maintain consistency and interoperability with the Marin County Sheriff and
Novato Police Department units deployed in this grant program.
NOW, THEREFORE BE IT RESOLVED, that the Mayor of the City of San Rafael
is hereby authorized and directed to use monies obtained by the Marin Sheriff's
Department Auto Theft Task Force from the sole sourced vendor, Vigilant Video
— Lehr Auto Company, reimbursed to the City of San Rafael as a result of a
secured Department of Homeland Security grant for Equipment and installation
of a four (4) camera Automated Vehicle License Plate Reader in the amount of
$19,039.95.
Additoinaly a second two (2) complete camera system to include equipment and
installation, also purchased by the same sole vendor, Vigilant Video - Lehr Auto
Company, for the amount of $14,085.56 is authorized in this resolution. This
second system will enhance and provide redundant coverage for the police
department and will enhance the department's public safety efforts and assist in
locating and recovering stolen vehicles.

This memorandum is a request for authorization for sole source acquisition of goods and
services from Vigilant Video based in Livermore CA. Vigilant Video is a leading provider of
advanced video analytics solutions for law enforcement, advanced security and consumer
behavior analysis applications. Furthermore, Vigilant Video specializes in diverse PC and DSP
based applications of Advanced Video Analytics software and is an innovative developer of
video algorithm libraries and video mining technologies. With over 17 years of video imaging
expertise in the LPR, semiconductor, and security automation industries Vigilant Video has
been delivering quality products and service all over the world.
Vigilant Video currently provides technology support for the United States' largest private
license plate reader (LPR) database available. Nationwide we are currently loading over
9,000,000 unique license plate records per month of mostly stationary (parked) vehicles from
key geographic regions. By the end of 2010, the size of the private LPR network will develop in
scans by 300%. Vigilant Video's LPR Law Enforcement Sharing Program (LESP) shall be
capable of sweeping most US major metropolitan areas within a twelve month period or less. No
other LPR vendor has the product and resources that technically meets the type of standards
required for such a solution.
Vigilant Video has grown as a sole source vendor on all of the products we offer. We are the
exclusive software developer and manufacturer of similar types of units for agencies like: U.S.
Military, SPAWAR Pacific, and many other Military and Law Enforcement Agencies, Vigilant
Video was recently was awarded the bid for the Everett WA PD for use in the Auto Theft
Prevention Task Force. Every agency is satisfied with the fact that Vigilant is a sole source
