AMENDMENT TO THE AGREEMENT WITH BARTEL ASSOCIATES, LLC FOR
ACTUARIAL CONSULTING SERVICES RELATED TO A GASB 45 VALUATION
WHEREAS, GASB 45 establishes standards for accounting and financial reporting of
"Other Post Employment Benefits" (OPEBs) and requires each public agency to engage a
certified actuary to calculate several actuarial measures estimating the current and future costs
and liabilities of an agency's OPEBs; and
WHEREAS, the City and contractor entered into an agreement dated March 6, 2012 to
provide actuarial services for a June 30, 2011 GASB 45 valuation of the City's retiree healthcare
plan.; and
WHEREAS, due to the substantial additional time required to research, analyze and
provide the information regarding pension and retiree health reform concepts, the City would like
to amend the terms of the agreement to increase the amount of the original contract by $10,000.
NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of San Rafael
hereby approves an Amendment to the Agreement with Bartel Associates, LLC for actuarial
consulting services related to a GASB 45 valuation, a copy of which is attached to the agenda
report and is on file with the City Clerk.

Resolution was duly and regularly introduced and adopted at a regular meeting of the San Rafael
City Council held on the 4t' day of September 2012, by the following vote to wit:

AMENDMENT TO THE AGREEMENT WITH BARTEL ASSOCIATES, LLC FOR ACTUARIAL
CONSULTING SERVICES RELATED TO A GASB 45 VALUATION
This Amendment to Agreement is made and entered into this 144-k day of September 2012 by and between
the CITY OF SAN RAFAEL (hereinafter "CITY"), and BARTEL ASSOCIATES, LLC (hereinafter
"CONTRACTOR").
RECITALS
WHEREAS, the CITY and CONTRACTOR entered into an Agreement dated March 6, 2012, by which
CONTRACTOR agreed to provide CITY with certain professional services; and,
WHEREAS, substantial additional time has been required to research, analyze and provide to City staff
requested information regarding pension and retiree health reform concepts, necessitating an increase in the
compensation provided under the Agreement;
AGREEMENT
NOW, THEREFORE, the parties hereby agree as follows:
1. Paragraph 4 (COMPENSATION) in the Agreement is amended to revise the first sentence to increase
the fee for additional services to "a fee not to exceed $20,000" and to revised the second sentence to
provide that the total amount "shall not exceed $40,000."
2. All other covenants, terms and conditions of the original Agreement shall remain unchanged and in full
force and effect.
