WHEREAS, Gary Phillips has been a committed, energetic and engaged pu6t"ic servant on 6efiaff of the
City ofSan Wrfaefforsiveen years; and
WHEREAS, Gary served eight years on the;Dixie SchooCBoardand began his City pu6lic service in
rDecem6er 1991 when he was appointed to the 4Yanning Commission, where he servedfor over three years
andwas instrumental in revieuring andapproving numerous development projects; and
` &r:XFM, Gary was a ointed to serve on the City Councif beginning Te6ruary 1995, and has served
twelve yearn as a Councilmem6erand % ice Mayor; and
'WWIT(EU, Gary s tenure while a City Councifinem6er includedstints on various appointed committees
and6oards including the San Wpfaef1&developmentAgenry, the San Qz0faefBusiness Issues Committee,
City/Schooll;iaison Committee and the Warin Economic Commission; and

provided the leadership necessary to revitalize the Downtown, approve General Pfan 2020, improve or
6uildsiXparl s, renovate two community centers, 6ulfda new childcare center, pu6Crc park nggarage, City
T(aza andit6Cu'Workj 6uddting, 6uifdafforda6le housing throughout the City, and implement traffic
improvement acrd capitalprojects too numerous to Gut; and

the Great Race event to San q?pfaeC Ne, along with WayorACBo% compfeteda cross-country race in a
