CITY OF SAN RAFAEL
PRESENTS THIS
RESOUTION OF dPPRECIdTION
TO
BILL SCHARF
WHEREAS, Bill Scharf, Assistant Director of Community Services, has worked for the City of San Rafael,
Community Services Department, for twenty-seven years; and
WHEREAS, Bill was responsible for opening six of the City of San Rafael's nine Children's Centers, building the
largest municipal child care program in the North Bay; and
WHEREAS, Bill contributed expertise, experience, coordination, attention to detail, patience, devotion, and
unwavering commitment to the design and construction of the Parkside Children's Center; and
WHEREAS, Bill was instrumental in securing State of California grants, Community Development Block Grants, and
First Five of Marin funding to establish and operate subsidized Preschool Programs at Pickleweed
Children's Center, providing school readiness for children ages 3-5 years for fourteen years, including
securing $400,000 in outside funding to continue high quality child care services for low income families;
and
WHEREAS, Bill is recognized as a cutting edge leader in the field of Child Care serving as Board Member and
President of the Marin Child Care Council for ten years and the Marin County Child Care Commission
for four years; and
WHEREAS, Bill, as Assistant Director of Community Services, aptly guides the $6.8 million Department budget with
watchdog -like perseverance, while managing contracts, licensing, audits, finance systems, software
programs, personnel, web page development and oversight, with ease and grace, plus training and
mentoring three generations of staff members, including the current Department Director, educating and
encouraging with wit, humor and his signature candor, fostering professional development and
independence;and
WHEREAS, Bill has stepped in to direct the Department through crisis, crusades, collaborations, controversies,
campaigns, construction, conundrums, critical strategies, and many, many daily and once -a -career
successes both large and small.
NOW, THEREFORE, BE IT RESOLVED, that the Mayor and City Council of the City of San Rafael hereby
congratulate and thank Bill Scharf for twenty-seven years of service and wish him a long and satisfying retirement.
