PRESENTS THIS
RESOUTION OF 11PPRECUITION
TO
JEFF KIRCHMANN
SAN RAFAEL PLANNING COMMISSIONER
WHEREAS, Jeff Kirchmann was appointed to the San Rafael Planning Commission on August 19, 1996, and served
on the Planning Commission for fifteen years; and
WHEREAS, Jeff served as Chair of the Planning Commission twice, in 2000 and in 2008; and
WHEREAS, Jeff attended more than 300 City meetings, always acting in the best interest of the community, leaving
no stone unturned and seeking Solomonesque decisions; and
WHEREAS, Jeff was a key neighborhood leader in the North San Rafael Vision process; and
WHEREAS, during his tenure on the Planning Commission Jeff contributed to the long-range planning of the City
through the General Plan 2020, the North San Rafael Vision, the Canal Neighborhood Transportation
Plan, the Climate Change Action Plan, and the Canalfront Conceptual Design Plan. Further, Jeff
reviewed and contributed to the adoption of a comprehensive update of the City's Sign Ordinance and
Subdivision Ordinance; and
WHEREAS, during his tenure the Planning Commission reviewed many important projects which will positively
impact the City for many decades including the General Plan 2020, the Rafael Town Center, the San
Rafael Corporate Center, Shamrock Center, Kaiser Medical Clinic, Lone Palm Apartments, McInnis
Apartments, 1101 Fifth Avenue, Redwood Village, Vista Marin, the Lofts at Albert Park, Chapel Cove,
the Alma Via and Aldersley assisted living projects, the conversion of the El Camino Building, Lincoln
Mews, the Fasken Offices, 4300 Redwood Highway (The Vineyards), 171-181 Third Street,
rehabilitation of the San Rafael Improvement Club building, upgrades to the Marin Academy campus,
expansion of the Pickleweed Community Center, the Academy Heights subdivision, LincoWMission
Condominiums, Dominican University Master Plan, Recreation Center and Science Building, the Village
at Loch Lomond Marina, Fasken office buildings, Team GM dealerships, Best Buy, Toyota of Marin,
Extended Stay America, 33 North condominiums, renovation of Northgate Mall and the Northgate 1
shopping center, Target, as well as countless variances, exceptions and use permits; and
WHEREAS, Jeff's participation on the Planning Commission was characterized by his astonishing attention to detail, a
calming influence in tense situations and his well reasoned decision-making.
NOW, THEREFORE, BE IT RESOLVED, that the Mayor and City Council of the City of San Rafael hereby extend
their sincere appreciation for the countless contributions Jeff Kirchmann has made to the betterment of the community and
its residents.
