RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN RAFAEL
AUTHORIZING THE CITY MANAGER TO EXECUTE AN AMENDMENT
NO. 6 TO THE PROFESSIONAL SERVICES AGREEMENT WITH
LAMPHIER-GREGORY, ENVIRONMENTAL CONSULTANTS, FOR
PREPARATION OF AN ENVIRONMENTAL IMPACT REPORT FOR THE
RECREATIONAL FACILITY PROJECT AT THE SAN RAFAEL AIRPORT
(AMOUNT NOT TO EXCEED $307,961) (EXTENDED TERM FROM
OCTOBER 17, 2011 TO OCTOBER 17, 2012)
WHEREAS, on October 16, 2006, the San Rafael City Council adopted Resolution No. 12137,
approving a Professional Services Agreement ("Agreement") with Lamphier-Gregory for the preparation of
an Environmental Impact Report (EIR) to assess the proposed Recreation Facility project at the San Rafael
Airport, with a budget limit of $124,288.00, and with a term ending on October 16, 2007; and
WHEREAS, subsequent amendments have been made to the Agreement amending both the budget
amount, the term, and the scope of work, with the latest being Amendment No. 5, authorized by the City
Manager, approving an amended scope of work submitted by Lamphier-Gregory entitled "San Rafael
Airport Recreation Facility Request for Budget Amendment for Completion of Final EIR 617111 Additional
Effort Required to Prepare Final EIR", and approving the use of contingency funds to augment the budget in
the amount of $25,550 and the addition of four (4) months to the term of the Agreement to complete the EIR
process, as provided under Section 4.C. of Amendment No. 4 to the Agreement, adopted by San Rafael City
Council Resolution No. 12909 on February 1, 2010, such Amendment also having approved a revised total
budget amount not to exceed $307,961.00 and a revised term ending February 1, 2011, which included a
contingency amount up to $50,000; and
WHEREAS, the Final EIR ("FEIR") has been completed as of August 2011, but the review process,
public hearings, and certification will further extend the process, necessitating a further extension of the
term of the Agreement to cover completion of the FEIR process, including attendance at hearings by the
environmental consultants.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of San Rafael does
hereby authorize the City Manager to execute, on behalf of the City of San Rafael, an amendment to the
Agreement for Professional Planning Services with Lamphier-Gregory, in the form attached herewith.

Resolution was duly and regularly introduced and adopted at a regular meeting of the City Council of said
City held on Monday, the 17`h day of October 2011 by the following vote, to wit:
