HomeMy WebLinkAboutCC Resolution 13250 (Appreciation Linda Jackson)RESOLUTION NO. 13250 CITY OF SAN RAFAEL MSENTS THIS M LINDA JACKSON WHEREAS, in October 1989, Linda Jackson was hired as an Assistant Planner for the San Rafael Planning Department, Over the following 22 years, Linda progressively moved up in the ranks ultimately being promoted to Principal Planner in 2000. During these years, Linda experienced many changes in the City; and WHEREAS, as an Assistant Planner, Linda was immersed in and became the major co-author and editor of the 1992 City Zoning Ordinance. This Zoning Ordinance set a new standard for San Rafael with a dramatically new fiormat and unique provisions such as the first Welland Overlay Zoning District. During this time, Linda provided key planning assistance in the adoption of the Downtown Vision; and WHEREAS, as an Associate Planner and following her promotion to Senior Planner, Linda successfully managed and authored numerous long-range planning documents including: the 106 General Plan and Zoning Ordinance amendments to facilitate the implementation of the Downtown Vision; the Montecito/Happy Valley Neighborhood Plan; and Vision North San Rafael. Linda also directed the establishment of the Community Development Department's first computerized land use database and GIS mapping work station; and WHEREAS, as a Principal Planner, Linda continued her fine work in long-range planning and broadened her skills in staff management. Linda managed a community -wide project to write San Rafael General Plan 2020 and the supporting EIR, which was adopted in 2004; the Canalfront Conceptual Design Plan in 2009; and the Irlousing Element update in 2011. In 2009, Linda initiated the visionary planning efforts for the areas around the new SMART rail stations at Downtown and the Civic Center. Linda also managed the Code Enforcement Division and the clerical staff of the Community Development Department, and WHEREAS, in good, as well as poor economic times, Linda managed to seek out and secure grant funding for key long range planning. In addition, she shared her knowledge in city planning by mentoring fellow employees and managing the unique San Rafael Planning Academy, a crash -course for the public on local government, and WHEREAS, Linda received numerous awards and recognitions for her planning work including receipt of, on behall'of the City of San Rafael, the Ahwahnee Award for Downtown General Plan Policies and the Northern California Chapter of the American Planning Association Award for the outreach and engagement process of the San Rafael General Plan 2020. Linda was also recognized in 1999 as Co -employee of the Quarter for -Effective Facilitation for Small Groups Training. - NOW, THEREFORE, BE IT RESOLVED, that the Mayor and City Council of the City of San Rafael hereby acknowledge Linda's contribution and leadership in San Rafael and extend a heartfelt round of applause with gratitude for a job well done, and that the Mayor and City Council hereby recognize her exemplary service to the City of San Rafael.
