WHEREAS, Joanne Webster has been the Director of the San Rafael Downtown Business Improvement
District (BID) for ten years, and has provided enthusiasm and energy to promote the Downtown,
has provided a unified voice in the community for the Downtown merchants, and has reached out
to the West End Merchants to be included in the BID; and
WHEREAS, Joanne has passionately promoted numerous Downtown community events including May
Madness, Trick or Treat Down Fourth Street, A Taste of Downtown, and the Parade of Lights and
Winter Wonderland, and was involved in the Shop San Rafael campaign; and
WHEREAS, Joanne also donated personal time on the team that produced the very successful 2006 Great
Race; voted by participants as best overnight stop of race, and earned our Library a $10,000
grant; and
WHEREAS, Joanne has skillfully and cheerfully managed the BID parking lot, expanded and improved the
BID's website, instituted an ecologically friendly e -newsletter, and provided numerous other
services to the Downtown community. Joanne obtained a grant from PG&E and worked with
local artists to create and publish a Downtown Map displaying businesses, attractions, and events;
and
WHEREAS, Joanne is always working to improve herself and the world around her; and with her husband
Charlie ran a successful Downtown business, Double Rainbow, while raising two beautiful, smart
and athletic daughters; and
WHEREAS, Joanne, with her radiant red hair and her lovable personality is the embodiment of the City's
Downtown Beautification Program, and reminds us daily that "Stressed is Dessert Spelled
Backwards."
NOW, THEREFORE, BE IT RESOLVED, that the Mayor and City Council of the City of San Rafael hereby
extend their appreciation to Joanne Webster for ten years of outstanding service to the Downtown business
community and the City of San Rafael as the Director of the San Rafael Downtown Business Improvement District.
