RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN RAFAEL TO
REORGANIZE THE PUBLIC WORKS DEPARTMENT
WITH A PARTICULAR FOCUS ON THE ENGINEERING DIVISION
TO MEET INDUSTRY STANDARDS
WHEREAS, in January 2009 the City of San Rafael (CITY) entered into an
agreement with Parviz Mokhtari to provide Interim Public Works Director/City Engineer
services; and
WHEREAS, Parviz Mokhtari will be ending his time as Interim Public Works
Director/City Engineer at the end of this calendar year; and
WHEREAS, the CITY would like to ensure a smooth transition to new
management while addressing the current needs of the Public Works Department, in
particular the Engineering Division; and
WHEREAS, the CITY would like to maintain a clearly defined classification that
will serve as the City Engineer in the absence of the Public Works Director; and
WHEREAS, the CITY and representatives of the Western Council of Engineers
(WCE) have met and discussed the impacts of reorganization on positions represented
by the bargaining unit.
NOW, THEREFORE let it be resolved, the City Council of the City of San Rafael
directs the City Manager to facilitate an orderly transition to a new, permanent Director
of Public Works by reclassifying the Assistant Public Works Director to include City
Engineer responsibilities and implementing a reorganization of the Engineering Division
of the Public Works Department as outlined in the attached Staff Report.
I, Esther C. Beirne, Clerk of the City of San Rafael, hereby certify that the
foregoing Resolution was duly and regularly introduced and adopted at a regular
meeting of the City Council of the City of San Rafael, held on Monday, the 16th of
August, 2010, by the following vote, to wit:
AYES: Councilmembers: Brockbank, Connolly, Heller, Levine & Mayor Boro
NOES: Councilmembers: None
