HomeMy WebLinkAboutCC Resolution 13032 (Parade of Lights)RESOLUTION NO. 13032 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN RAFAEL AUTHORIZING THE TEMPORARY CLOSURE OF CITY STREETS FOR THE 31st ANNUAL PARADE OF LIGHTS AND WINTER WONDERLAND ON NOVEMBER 26" AND NOVEMBER 271h, 2010 WHEREAS, the 31st Annual Parade of Lights and Winter Wonderland necessitates the temporary closure of city streets as specified below: 1. "A" Street between Fourth Street and Fifth Avenue and Julia Street between "A" and "B" Streets from 7:00 a.m. on Friday, November 26, 2010 thru Saturday, November 27, 2010 at 6:00 p.m. for the snow play area. Streets will re -open after snow is removed on Saturday afternoon. 2. "A" Street from the parking garage driveway to Fourth Street from 7:00 a.m. on Friday, November 26, 2010 thru Saturday, November 27, 2010 at 6 p.m. for event development area. Fourth Street between Lootens and "B" Streets for the tree lighting event and special Holiday Market on Friday, November 26, 2010 from 3:00 p.m. to 9:00 p.m. 4. Fourth Street between "B" and "F" Streets for the Parade of Lights event on Friday, November 26, 2010 from 5:00 p.m. to 6:30 p.m. 5. "E" Street between Fourth Street and Fifth Avenue from 5:00 p.m. to 6:00 p.m. on Friday, November 26, 2010 for Parade assembly. WHEREAS, after reviewing plans for the event and the traffic patterns, City staff has determined and recommended that, in the interest of the safety and welfare of pedestrian and auto traffic in the Downtown area, the above streets should be temporarily closed to through traffic for the dates and times described above. THE CITY COUNCIL OF THE CITY OF SAN RAFAEL HEREBY RESOLVES AS FOLLOWS: 1. That all of the above findings are true and correct; 2. That, pursuant to the authority of Vehicle Code section 21101(e), for the safety and protection of persons, both pedestrians and vehicle drivers, the City Council hereby authorizes the temporary closure of the above listed streets for the dates and times described above. 1, Esther C. "A" Street between Fourth and Fifth Streets and Julia Street between "A" and "B" Streets from 7:00 a.m. on Friday, November 26, 2010 thru Saturday, November 27, 2010 at 6:00 p.m. for the snow play area. BACKGROUND: Downtown San Rafael will once again commence the Holiday Season with Marin County's favorite annual holiday event, the Parade of Lights, Winter Wonderland, and the special Holiday Market on Friday. LY File No.: City Council Meeting: Disposition: Page 2 Redevelopment Agency will bring Marin's shoppers to Downtown by hosting the Parade of Lights and Winter Wonderland. This will be the 315` year that the Business Improvement District has acted as host to the Parade of Lights in Downtown San Rafael. For the 2151 straight year they are sponsoring the free snow sledding on "A" Street. This has been a very successful way to not only thank loyal patrons for shopping in Downtown San Rafael, but also to encourage others to discover our Downtown. The snow area will be put in place on Friday morning beginning at 8:00 a.m. The snow will be open to the public from noon to 4 p.m., close during the Parade of Lights and Downtown Tree Lighting Ceremony, re -open at approximately 6:00 p.m., and close again at 8:00 p.m. There will be a security guard on site from 8:00 p.m. Friday evening to 8:00 a.m. Saturday morning. On Saturday the snow will be open from 9:00 a.m. until noon, or until the snow is no longer safe. The Public Works Department will then be able to come in and remove the snow. Participants in the Parade of Lights will begin to gather at 5:00 p.m. on Friday evening. The Parade will start down Fourth Street at 5:30 p.m., ending at Courthouse Square. The Holiday Market will be held from 4:00 p.m. to 8:30 p.m. on Friday. It will be located on Fourth Street between Court Street and Lootens Place. Vendors will begin their setup at 3:00 p.m., and will be off the streets by 9:00 p.m. The most successful and seasonally appropriate vendors from the Downtown Farmers' Market will be invited to be a part of this special Market. There will be Holiday entertainment and musical performances at different locations on Fourth Street between Lootens and "A". We will also work with the West End Merchants to have the event include them if possible. The street closures will be coordinated with the Police, Fire and Public Works Departments.
