TO WEST CRESCENT DR. FROM 8 A.M. — 6 P.M. WHEREAS, the West End Neighborhood Annual Picnic requires a temporary closure of a City street from 8 a.m. to 6 p.m. as specified below: 1. Neame Avenue from Santa Margarita Dr. to West Crescent Dr. WHEREAS, after reviewing plans for the event and the traffic patterns, City staff has determined and recommended that, in the interest of the safety and welfare of pedestrian and auto traffic in West End Neighborhood, the above street should be temporarily closed to through traffic for the date and times described above. THE CITY COUNCIL OF THE CITY OF SAN RAFAEL HEREBY RESOLVES AS FOLLOWS: 1. That all of the above findings are true and correct; 2. That, pursuant to the authority of Vehicle Code section 21101(e), for the safety and protection of persons, both pedestrians and vehicle drivers, the City Council hereby authorizes the temporary closure of the above listed street for the date and times described above. When this annual picnic was first held approximately eight years ago, it was held at private homes. For the past five years, the First United Methodist Church allowed the use of their small parking lot on Greenfield Ave. & Ross Valley Dr. The picnic has been quite successful and attendance has increased to the point that the church parking lot is no longer adequate. In order to continue this annual neighborhood celebration, staff is requesting a street closure to safely accommodate this yearly gathering. City staff will work with the neighborhood to help coordinate the street closure. FISCAL IMPACT: none ACTION REQUIRED: Approve Resolution. Crescent Dr. — map attached) ACTIVITIES: BBQs, Dining, Jumpie House, Crafts for kids, Portrait Artist, Balloon Artists, Tentative Raffle As event coordinator of the West End Neighborhood Annual Picnic, I would like to hold it on the above street this year. This event is in association with the West End Neighborhood Association and is open to all residents of the West End (homeowners and renters). BACKGROUND: Unfortunately, the West End neighborhood has no park. When the picnic was first held approximately eight years ago, it was held at private homes. For the past five years, the First United Methodist Church allowed the use of their small parking lot on Greenfield Ave. & Ross Valley Dr. The picnic has been quite successful and attendance has increased to the point that the church parking lot is no longer adequate. I believe Neame Street would be a good site for this year's picnic. Neame Street is located on the north side of Fourth Street. The street is short with only 7 houses. I personally talked to each homeowner on Neame Street and received verbal approval from all of them to close the street for a picnic. They also said they would not park their cars on the street that day. I spoke with SRPD Sergeant Jonathan Bean and he stated he didn't see any problem closing this street for the picnic. There is no cost to attendees and the neighborhood association provides all food and beverages. The residents bring sweets to share. There will be entertainment for children which will be supervised. There may be music but it will not be amplified. A drawing is attached showing the layout. If approved, I request street barriers for each end of the street from City staff.
