A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN
RAFAEL APPROVING THE EXPANSION AND ENHANCEMENT OF THE
SAN RAFAEL DISASTER COUNCIL
WHEREAS, the City of San Rafael has a desire to develop a collaborative and
comprehensive emergency management system while recognizing it is through interagency
information sharing and coordination that we can be most effective at developing a more
disaster resilient community; and
WHEREAS, the City has a Disaster Council that can serve as a forum for fostering
collaborative efforts in developing and coordinating emergency and disaster response functions;
and
WHEREAS, the City desires to take the existing membership of the Disaster Council and
expand it to include external agency and organization representatives; and
WHEREAS, the mission of the Disaster Council will be expanded to provide a forum for
evaluating and enhancing interagency collaboration as well as encouraging development of
coordinated emergency / disaster response and recovery functions; and
WHEREAS, on August 2, 2010 the City Council reviewed a proposal for the
enhancement and expansion of the San Rafael Disaster Council in a study session, provided
comments, and directed staff to bring it forward for formal approval.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SAN RAFAEL DOES RESOLVE,
DETERMINE AND ORDER AS FOLLOWS:
The City Council approves the expansion and enhancement of the San Rafael Disaster
Council.
I, ESTHER C. BEIRNE, Clerk of the City of San Rafael, hereby certify that the foregoing
Resolution was duly and regularly introduced and adopted at a regular meeting of the City
Council of said City held on Tuesdav, the 7th day of September, 2010 by the following vote, to
