RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN
RAFAEL TO WAIVE FORMAL BIDDING AND TO AUTHORIZE
THE INTERIM CITY MANAGER TO ENTER INTO A SOLE -
SOURCE AGREEMENT WITH GRANICUS, INC., FOR AN
INTEGRATED VIDEO ARCHIVE SYSTEM ABD RELATED
SERVICES.
WHEREAS, the City desires to implement an integrated video archive system to
broadcast public meetings over the internet and to make archived videos available on its web
site; and
WHEREAS, the Marin Telecommunications Agency is coordinating joint efforts by
participating agencies to record the audio/video from public meetings and expand their
availability to the general public; and
WHEREAS, the City and the Marin Telecommunications Agency have identified
Ganicus, Inc., as their preferred vendor and a recognized leader in providing audio,/video archive
and distribution solutions to the public sector; and
WHEREAS, the City wishes to enter into an agreement with Granicus, Inc., for an
integrated video archive system and related services; and
WHEREAS, the City Council finds that other valid reasons exist to waive competitive
bidding pursuant to San Rafael Municipal Code Section 2.55.070(D) for the reasons set forth in
the accompanying Staff Report supporting this Resolution.
NOW, THEREFORE, IT IS HEREBY RESOLVED that (1) the Council does hereby
waive the formal bidding procedures outlined in San Rafael Municipal Code Section 2.55.070;
and (2) the Council authorizes the Interim City Manager to enter into a sole -source agreement
with Granicus, Inc., in a form approved by the City Attorney, for an integrated video archive
system and related services for a period not to exceed four and one half years and for a total cost
not to exceed $60,000.
