HomeMy WebLinkAboutCC Resolution 12660 (Measure S Report)RESOLUTION NO. 12660 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN RAFAEL ADOPTING THE MEASURE `S' COMMITTEE REPORT COVERING THE ACTUAL FISCAL YEAR 2007-2008 GENERAL FUND FIGURES AND REVISED FISCAL YEAR 2008-2009 GENERAL FUND BUDGET WHEREAS, on November 8, 2005, the voters of San Rafael approved a Transactions and Use Tax ("Measure S"). This measure amended the San Rafael Municipal Code to establish a .5% retail transactions and use tax within the City of San Rafael; and WHEREAS, the enabling ordinance required the appointment of an independent citizens oversight committee that is required to review the collection and expenditure of tax revenues collected under the authority of this ordinance; and WHEREAS, on December 9, 2008, the Committee met and reviewed the City's General Fund Actual Expenditure figures from fiscal year 2007-2008; and the Annual Budget for fiscal year 2008-2009; and the Committee finds that Measure 'S' revenues were properly used to maintain critical services; and WHEREAS, the Committee evaluated the proposed expenditures as of December 9, 2008 for fiscal year 2008-2009 and noted with some concern that there are staff positions not being filled as a result of budgetary considerations presenting the possibility that this reduced staffing may affect service levels.; and WHEREAS, the Committee also noted that the projected Measure 'S' revenue, as well as revenues from most sources, will be lower for fiscal year 2008-2009, while costs are projected to increase. NOW, THEREFORE, BE IT RESOLVED, the San Rafael City Council adopts the report from the Measure 'S' Committee, a copy of which is hereby attached hereto as Exhibit B and by this reference made a part hereof. I, ESTHER C. BEIRNE, City Clerk W ' Management Services- WorkFile\Finance- WorkFile\Council Maternal`.Resoluuons\2009\Measure S comm 07-08 final 08-09 mid year report reso.doc Exhibit B Report to thL ,an Rafael Mayor, City Council L d Community By the City Transactions and Use Tax Committee (Measure "S" Oversight Committee) December 9, 2008 On December 9, 2008, the City Transactions and Use Tax Committee, commonly referred to as the 'Measure S Oversight Committee," met and reviewed the Actual General Fund Expenditure figures for FY 2007/2008 and compared them to the Actual General Fund Expenditure figures for Fiscal Year 2005/2006, adjusted for inflation, as reflected in the attached table. The Committee finds that Measure S revenues were properly used to maintain funding for critical services. The committee also evaluated the proposed expenditures for FY 2008/2009 as reflected in the attached table. We again note, with some concern, that there are staff positions that are not being filled as a result of budgetary considerations presenting the possibility that this reduced staffing may affect service levels. We also note that the projected Measure S revenue, as well as revenue from most sources, will be lower than for FY 2007/2008, while costs are projected to increase. This appears to be related to general economic conditions.
