RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN RAFAEL AUTHORIZING THE CITY MANAGER
TO EXECUTE AN AGREEMENT FOR THE PROVISION OF EMERGENCY MANAGEMENT SERVICES BY THE
CITY OF SAN RAFAEL TO THE CITY OF LARKSPUR.
THE CITY COUNCIL OF THE CITY OF SAN RAFAEL RESOLVES AS FOLLOWS:
WHEREAS, the City of Larkspur, lying adjacent to the City of San Rafael, shares a common
desire to enhance its emergency management organization in an effort to better provide for the residents
and visitors of Larkspur during a major emergency or disaster; and
WHEREAS, San Rafael, having a fully functional Office of Emergency Services is in a position to
support the City of Larkspur in its pursuits of becoming a fully developed, disaster ready organization; and
WHEREAS, the City of San Rafael Office of Emergency Services (OES) will provide certain
emergency management services to the City of Larkspur in an effort to enhance Larkspur's disaster
response and recovery capabilities that will prepare for, respond to, and recover from any natural,
technological, or human caused disaster that may affect Larkspur; and
WHEREAS, OES will work with the City of Larkspur to determine an overall strategy for
developing a comprehensive emergency management system and prioritizing projects and tasks to be
completed in Larkspur; and
WHEREAS, this agreement will not lessen the services provided to the residents, businesses and
visitors of San Rafael.
NOW THEREFORE BE IT RESOLVED, that the City Manager of San Rafael is authorized to execute, on
behalf of the City of San Rafael, an Agreement for the Provision of Emergency Management Services by
the City of San Rafael to the City of Larkspur, a copy of which is hereby attached and by this reference
made a part hereof.
I, ESTHER C. BEIRNE, Clerk of the City of San Rafael, hereby certify that the foregoing Resolution was
duly and regularly introduced and adopted at a re ular meeting of the City Council of said City held on
Mondav, the 18th day of May, 2009 by the following vote, to wit:
AYES: Councilmembers: Brockbank, Connolly, Heller, Miller & Mayor Boro
NOES: Councilmembers: None
