A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF SAN RAFAEL ADOPTING THE MEASURE'S'
COMMITTEE REPORT COVERING THE ACTUAL FISCAL
YEAR 2006-2007 GENERAL FUND EXPENDITURES AND
THE PROPOSED FISCAL YEAR 2007-2008 GENERAL
FUND EXPENDITURES
WHEREAS, on November 8, 2005, the voters of San Rafael approved a
Transactions and Use Tax ("Measure S"). This measure amended the San Rafael
Municipal Code to establish a .5% retail transactions and use tax within the City of San
Rafael; and
WHEREAS, the enabling ordinance required the appointment of an independent
citizens' oversight committee that is required to review the collection and expenditure of
tax revenues collected under the authority of this ordinance; and
WHEREAS, on April 3, 2006, the City Council dutifully appointed this City
Transactions and Use Tax Committee, commonly referred to as the "Measure 'S'
Oversight Committee". The roles, responsibilities and duties of the Committee were
established via a separate resolution of the City Council; and
WHEREAS, the appointed members of the Committee have held initial and
subsequent organizational meetings necessary for the future conduct of the Committee's
business. The Committee has reviewed the City's budget and has developed a
methodology to be applied to the task of reviewing future budgets and expenditures for
compliance with Measure 'S'; and
WHEREAS, on December 11, 2007, the Committee met and reviewed the City's
General Fund Actual Expenditure figures from fiscal year 2006-2007; and the Committee
finds that Measure S revenues were properly used to maintain critical services, and
WHEREAS, the Committee evaluated the proposed expenditures as of November
30, 2007 for fiscal year 2007-2008 and finds the proposed budget meets Measure 'S'
standards, even with a decrease of three non -General Fund employees in the police
department.
NOW, THEREFORE, BE IT RESOLVED, that the San Rafael City Council adopts the
report from the Measure 'S' Committee, a copy of which is hereby attached hereto as
Exhibit A and by this reference made a part hereof.

By the City Transactions and Use Tax Committee
(Measure "S" Oversight Committee)
December 11, 2007
On December 11, 2007, the City Transactions and Use Tax Committee,
commonly referred to as the "Measure S Oversight Committee," met and
reviewed the Actual General Fund Expenditure figures for FY 2006/2007 and
compared them to the Actual General Fund Expenditure figures for Fiscal Year
2005/2006, adjusted for inflation, as reflected in the attached table. The
Committee finds that Measure S revenues were properly used to maintain
funding for critical services.
The Committee has also evaluated the proposed expenditures for FY 2007/2008
(current as of Nov 30, 2007) as reflected in the attached table. The Committee
finds that the proposed budget meets Measure S standards. We note that the
budget for FY 2007/2008 reflects a decrease of three employees in the police
department. We are advised that this decrease of staff is due to the termination
of several grants and is not a reflection of General Fund expenditures. Measure
S relates only to the General Fund and not to grant funding.
