RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN RAFAEL
AUTHORIZING THE DIRECTOR OF PUBLIC WORKS TO EXECUTE A
PROFESSIONAL SERVICES AGREEMENT WITH KIMLEY-HORN &
ASSOCIATES, INC. WHEN SPECIFIC CALTRANS DETERMINED FUNDING
CALENDAR DATES ARE MET FOR THE NON -MOTORIZED
TRANSPORTATION PILOT PROGRAM (NTPP) PROJECT #2006
(NORTHGATE GAP CLOSURE) IN THE AMOUNT OF $101,808.
WHEREAS, the Federal Transportation legislation in 2005 (SAFETEA-
LU) allocated $25 million to the County of Marin for Non -Motorized Transportation Pilot
Program (NTPP); and
WHEREAS, One of the projects selected for a planning design and
construction was the "Northgate Gap Closure Project" in the amount of $362,000; and
WHEREAS, The City followed the Federal Guidelines in selecting a
consultant for this project using the two-step Request for Qualifications (RFQ) and
Request for Proposal (RFP) process; and
WHEREAS, the most qualified consultant team was Kimley-Horn
Associates Inc., and their proposal is attached hereto as Exhibit "A" with a fee in the
amount of $101,808.
NOW, THEREFORE, BE IT RESOLVED by the Council of the City of
San Rafael that the Professional Scope of Services for Kimley-Horn Associates Inc., as
attached hereto, is accepted and Council does hereby authorize the Public Works Director
to enter into Professional Services Agreement with Kimley-Horn Associates Inc, at a time
no earlier than the date specified in the Caltrans E-76 permit, for professional engineering
services in a form approved by the City Attorney and in an amount not to exceed $101,808
for professional services listed in Exhibit A.

The Northgate area isavital link mthe Marin County's North-South bikeway connecting the
Lucas Valley area and Terra Linda Neighborhood to Downtown San Rafael. The City of San
Rafael is seeking to mstall improvements to close gaps on existing bike routes through the
NoUhgaueeoae.
The objective ofthe NorthgataGap Closure Bikeway project is to install improvements along
Las Gal|inauAvenue from Las Co|imdasRoad mNorthgateDrive and along NorthgateDrive
between Las Gal|imaoAvenue and Los RanchKmoRoad. Onthe following page, the project
area |nshown inFigure 1. The project corridor has been separated into three segments to
facilitate description of the potential issues and work envisioned. The preferred improvement
concept for each segment will bofully developed for construction anpart of this project.
This segment of the project corridor has amexisting O0-footroadway width including one
travel lane and onstreet parking ineach direction o(travel and a20-fnn landscaped
median. Existing bike lanes end on Las Gallinas Avenue just north of Las Colindas Road.
The Kimla Homteam will investigate bike route improvements mclose the gap between
Las Colindas Road and Freitas Parkway. One of the potential improvements includes
widening the roadway travel lanes into the median mprovide new Class Ubike lanes. The
typical section on page 4 shows the proposed roadway widening alternative. The Kimley-

This segment is typified by multiple intersections and driveway access points with var ed lane
configurations and transitions throughout. Signalized intersections are located at the
intersections of Las Gallinas Avenue and Freitas Parkway, Nova Albion Way and Northgate
Drive. The multitude of vehicular turning movements and lane configurations along this
segment can create a daunting challenge to bicycle navigation and heighten safety
concerns.
Our project team will focus on identifying solutions to increase motorist awareness of bikes
and improve bicyclist's ability to navigate through the segment. Potential solutions include
improved bicycle detection and signalization at intersections and installation of improved
pavement markings, signage and high visibility pavement treatments to aid navigation and
motorist awareness. Investigation will be Included to identify opportunities to incorporate
improvements with the Federally -funded roadway rehabilitation project to be completed on
Las Gallinas Avenue between Las Colindas Road and Del Presidio Boulevard. Consideration
will be made for the Terra Linda -North San Rafael Improvements project (NTPP Project No.
2004) that overlaps with this project segment to maximize the level of improvements
associated with the Nonmotorized Transportation Pilot Program.

The roadway along this segment of the project corridor is typified by lower traffic, wider travel
lanes, fewer intersections and on -street parking. Bicycle route markers are provided along
the segment. Opportunities on this segment exist to provide Ciass II bike lanes through
restriction of on -street parking in areas where parking demand appears low adjacent to the
Mall at Northgate.
Figure 2, on the following page, shows some of the existing conditions a',ong the project
corridor this project may address and overlapping project areas to be considered. Some of
the key considerations and approaches related to the design of potential improvements for
the Northgate Gap Closure Bikeway project are as follows:
Bicycle Safety Improvements. Safety enhancements for bicycles are a primary feature of
this project. The most beneficial mprovements to bicycle safety often involve separation

bicycle traffic from motorized and pedestrian traffic. Frequently however, as is the case in
this project, there is insufficient space ava fable to create fully -separated (Class 1) facilities for
most of the corridor. This project will primarily focus on mp'ementing improvements that
seek to enhance the visibility of bicyclists at key locations such as intersections where they
share facilities with other vehicles and pedestrians (Class II and Class 111). The Kimley-Horn
team has experience with many shared -use, rail -trail, and rail -to -trail projects and can deliver
innovative improvements to close gaps in the existing bikeway system and enhance safety
by installing new signing, striping, and high -visibility
pavement treatments. Our project team has
implemented advanced bicycle detection and
signalization technologies at intersections throughout
the Bay Area.
Agency, Stakeholder and Public Outreach. The
project will require coordination and outreach to
several groups with a vested interest in the project outcome in addition to reviewing
agencies at the City and Caltrans. Involving community stakeholder groups, such as San
Rafael's Bicycle and Pedestrian Advisory Committee, Marin Bicycle Coalition and
neighborhood planning committees, and the public throughout project development will
be a key to lasting project success. Our team is strongly committed to conducting public
participation programs that educate, inform, and build consensus for a particular solution.
Because each project is different in terms of the stakeholders and the critical issues
involved, we will tailor the public involvement program to specifically address the needs of
your project.
Project Funding and Grant Compliance. Funding for this project was obtained from a
Federal grant awarded to Mann County for a Non -motorized Transportation Pilot Program
(NTPP). The NTPP is intended to investigate the level to which improvements to bicycle
and pedestrian facilities can encourage use of non -motorized transportation as everyday
transportation and the potential benefit to the community by making them healthier, more
livable and sustainable.
As a result, this project will require strict adherence the design and construction schedule to
ensure funding release, coordination with Caltrans Local Assistance to obtain Authorization
to Proceed with Construction (E76), and meeting Federal Race Neutral and Minimum Wage
Rates requirements. The project timeline calls for delivery by December 2009, see page 31
for detailed schedule, to allow time for after study and a report to Congress in 2010. The
Kimley-Horn team is committed to achieving project delivery within this timeline and will
implement a proactive project work plan to ensure milestones are met, deliverables are
submitted in a timely manner, time is allotted for adequate agency review periods, and
coordination with the public, stakeholders, and regulatory and reviewing agencies is
sustained throughout the duration of the project.

junction area in order to identify the most appropriate solutions. The Northgate Gap Closure
Bikeway project will serve an immediate need by bicyclists in the area, including people
destined for Downtown San Rafael.
The Kimley-Horn team will coordinate with the City and other public agencies (Caltrans,
Marin County, MMWD, etc.) to obtain readily available information necessary for project
design. Data collection will include review of relevant improvement plans, project documents
and design standards, compiling right-of-way and public utility system maps, typical
sections and details for use in project design.
In addition, construction plans for new developments adjacent to the project area and future
traffic signal installations will be reviewed to allow design coordination.
The Kimley-Horn team will complete base mapping for use in preliminary assessments,
alternatives evaluation and preparation of the detailed study report using aerial photography
furnished by the City. Mapping will be supplemented during the design phase of the project
with ground surveys at locations required by the scope of improvements selected for the
design.
Aerial -based mapping wil be completed in AutoCAD and include existing roadway features
such as roadway striping and pavement markings, face of curb, lip of gutter, median curb,
back of sidewalk, walls, fences and driveways. Additional identifiable features such as traffic
signal equipment, trees and utility poles will be shown in approximate locations.

Results of the aerial mapping will be resolved, based on the field investigations and record
plan documents provided, and will be used to prepare exhibits for alternatives evaluation and
the Detailed Study Report. The base map will show underground utilities, based on facility
maps provided by the controlling agencies, and public right-of-way information, as shown on
the City of San Rafael's record maps. Right-of-way research, including collection of title
reports, assessor's parcel maps or subdivision maps not readily furnished by the City, and
mapping are not included in this scope of services.

Our team will send Utility Information Request Letters to all applicable public and private
utility companies requesting current as-builts, schematic maps, etc. of their facilities within
the project boundaries. The response mapping will be used with the City -furnished utility
plans to develop the project utility base map. Potholing for location of underground utilities
is not included in this scope of services.

Memorandum Summariz ng Existing Conditions
The primary objective of this task is to develop alternative bikeway and pedestrian facilities
that minimize traffic, property and other impacts while providing a safe and enjoyable
experience for bicyclists. Based upon our field reconnaissance work, site analysis, and input
from City staff, advisory committee members, stakeholders and neighbors, we will
graphically depict bikeway options that meet the City's object ves, discuss those options with
the City, and ultimately arrive at a preferred improvement concept that will be carried forth
into construction document preparation. The City will be responsible for completng traffic
impact analysis for improvement concepts and providing recommended traffic signal
phasing operation and timing for final design.
