RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN RAFAEL
AUTHORIZING THE DIRECTOR OF PUBLIC WORKS TO EXECUTE A
PROFESSIONAL SERVICES AGREEMENT WITH KIMLEY-HORN &
ASSOCIATES, INC. WHEN SPECIFIC CALTRANS DETERMINED FUNDING
CALENDAR DATES ARE MET FOR THE NON -MOTORIZED TRANSPORTATION
PILOT PROGRAM (NTPP) PROJECT #2004 (TERRA LINDA NORTH SAN
RAFAEL IMPROVEMENTS) IN THE AMOUNT OF $102,079.
WHEREAS, the Federal Transportation legislation in 2005 (SAFETEA-
LU) allocated $25 million to the County of Marin for Non -Motorized Transportation Pilot
Program (NTPP); and
WHEREAS, One of the projects selected for a planning, design and
construction was the "Terra Linda North San Rafael Improvements Project" in the amount
of $400,000; and
WHEREAS, The City followed the Federal Guidelines in selecting a
consultant for this project using the two-step Request for Qualifications (RFQ) and
Request for Proposal (RFP) process; and
WHEREAS, the most qualified consultant team was Kimley-Horn
Associates Inc., and their proposal is attached hereto as Exhibit "A" with a fee in the
amount of $102,079.
NOW, THEREFORE, BE IT RESOLVED by the Council of the City of
San Rafael that the Professional Scope of Services for Kimley-Horn Associates Inc., as
attached hereto, is accepted and Council does hereby authorize the Public Works Director
to enter into Professional Services Agreement with Kimley-Horn Associates Inc, at a time
no earlier than the date specified in the Caltrans E-76 permit, for professional engineering
services in a form approved by the City Attorney and in an amount not to exceed
$102,079. for professional services listed in Exhibit A.

The Terra Linda neighborhood and the North San Rafael area is a community that has
emphasized the development of bicycle and pedestrian facilities as a means of providing
connectivity between its diverse mixture of residential. school, shopping. office. and
recreational areas. The City of San Rafael is seeking to install im!2rovements to provide safer
routes and connectivity for pedestrians and bicyclists in the Terra Linda neighborhood and
North San Rafael area.
The objective of the Terra Linda -North San Rafael Improvements project is to install

Road. The descrivtion also calls for the investiQation of waxs to improve bicycle and
pedestrian connectivity across Highway 101 between the Mall and the Marin County Civic
Center utilizing the existing facilities on the Merrydale Road Overcrossing or new facilities
beneath Highway 101 using the Northwestern Pacific Railroad right-of-way. The project area
is shown in Figure 1, on the following page. The project corridor has been separated into
three segments to facilitate description of the potential issues and work envisioned.
SEGMENT 1 - MANUEL T. FREITAS PARKWAY FROM DEL GANADO ROAD TO LAB

This segment of the project corridor has existing 4 foot sidewalks and Class 11 bike lanes

accessibility. Potential improvements include: constructing curb ramps and modifying
crosswalks to comply with Americans with Disabilities Act (ACT) guidelines for accessible
public rights-of-way, improving lighting and refuge areas, and enhancing pedestrian and

This segment oYthe project corridor has existing 4 foot sidewalks and Class III bike routes
along Las [al|inaaAvenue and Los Ranchitos Road. There are signalized intersections on
Las Gallinas Avenue at Northgate Drive, Nova Albion Way, Del Presidio Boulevard, Merrydale
Road and on Los Ranchitos Road at Northgate Drive. There are also numerous commercial
driveway access points along the segment.
Wewill develop alternative improvement concepts to enhance pedestrian and bicycle
accessibility and safety along this segment similar mthose considered along Segment 1.
The first project mboconsidered iuthe segment of the NorthgateGap Closure Bikeway
project (NTPP 2006) that overlaps with this project on Las Gallinas Avenue between Freitas
Parkway and NorthgmeDrive. Improvements associated with the NorthgemGap Closure
Bikeway, such eaaddition ofClass || bike lanes orimprovements tothe existing Class III bike
routes, will beconsidered inthe formulation ofimprovements for this project.
The second project is the redevelopment project for the Mall atNcrthgate. Preliminary plans
for this project include development of a separate pedestrian and �ke promenade ringing
the Mall parking lot adjacent to Las Gal linas Avenue and Los Ranchitos Road. Project
considerations will seek opportunities tointerlace the planned promenade Onthe 0z|kvwring

The third project to be considered is the Federally -funded roadway rehabilitation project on
Las Gallinas Avenue that overlaps with this project on Las Gallinas Avenue between Freitas
Parkway and Del Presidio Boulevard. Project considerations will include identification of
opportunities to improve bicycle facilities and crosswalks as part of the roadway restriping.
The preferred improvement concept will be fully developed for construction as part of this
project. Additional bid items may include reconstructing segments of sidewalk to remove
conditions such as cracked or uplifted sections and reduce excessive slopes that represent
barriers in the accessible path of travel and potential safety hazards.
AVENUE TO MARIN CIVIC CENTER
This segment of the project corridor has existing 4 foot sidewalk and Class II bike lanes
along Merrydale Road over the Highway 101 overcrossing and on stretches of Civic Center
Drive from Merrydale Road to the Civic Center. There are existing signalized intersections at
Las Gallinas Avenue and Merrydale Road, Merrydale Road and Civic Center Drive, and Civic
Center Drive and McInnis Parkway. Sidewalk exists only on the north side of Merrydale Road
and on the east side of Civic Center Drive. There is a gap in the Class II bike lanes on Civic
Center Drive from north of the Northwestern Pacific Railroad crossing to Peter Behr Drive.
The Kimley-Horn team will develop alternative improvement concepts for the existing
pedestrian and bicycle facilities on Merrydale Road and Civic Center Drive to enhance
pedestrian and bicycle accessibility and safety—similar to those improvements included in
Segment 1—as well as close gaps in bike facilities.
The preferred improvement concept will be fully developed for construction as part of this
project. Additional bid items may include reconstructing segments of sidewalk to remove
conditions such as cracked or uplifted sections and to reduce excessive slopes that
represent barriers in the accessible path of travel and could be potential safety hazards.
Our team will also investigate an alternate route to extend pedestrian and bicycle facilities
from the Mall to the Civic Center. The alternate route includes creating new pedestrian and
bicycle facilities on Merrydale Road adjacent to the Mt. Olivert Cemetery and installing a
multiuse bicycle and pedestrian pathway adjacent to the Northwestern Pacific Railroad
tracks beneath Highway 101. These improvements would link to the existing facilities on
Civic Center Drive. Evaluation and design of improvements for the alternate route will be

developed to the project planning level to identify geometric and right-of-way constraints and
impacts on existing facilities including environmentally sensitive areas. Designs will not be
fully developed for construction as part of this project.
Figure 2, on the following page, shows some of the existing conditions along the project
corridor that may be addressed as well as the overlapping project areas to be considered.
Some of the key considerations and approaches related to the
design of potential improvements for the Terra Linda -North San
Rafael Improvements are as follows:
Pedestrian Accessubifiiy Urnl.morvpemei ntrw . A primary feature of
this project will be to provide accessible paths of travel for
pedestrians by removing barriers to pedestrian and wheel
chair movement, such as repairing sections of sidewalk with
cracks or uplifted lips, correcting excessive slope issues,
locating traffic signal push buttons within reach of level
landing areas, and creating accessible crossings at roadway
intersections. We will verify that all designs comply with the
Americans with Disability Act (ADA) and Title 24 of the
California Code of Regulations and that sufficient detail and
direction is provided to maintain accessible paths of travel
during the construction of Improvements. Our team has the
experience to develop Innovative improvements to: (1)
achieve compliance with accessibility standards while minimizing potential issues related
to installing improvements outside the public right-of-way that may require property
acquisition or temporary construction easements; (2) maintain vehicle access at
driveways; and (3) eliminate or minimize modifications to drainage systems and roadway
grades that could potentially push the cost and time to construct beyond the projects
budget and schedule.
Bicycle Safety Improvements Safety enhancements for bicycles are a primary feature of
this project. The most beneficial improvements to bicycle safety often involve separation
of bicycle traffic from motorized and pedestrian traffic.
Frequently, as is the case in this project, there is insufficient
space available to create fully -separated (Class 1) facilities for
most of the corridor. This project will primarily focus on
implementing improvements that seek to enhance the visibility
of bicyclists at locations where they share facilities with other
vehicles and pedestrians (Class II and Class 111). The Kimley-
Horn team has experience with many shared -use, rail -trail,
and rail -to -trail projects and can deliver innovative improvements to close gaps in the
existing bikeway system and enhance safety by installing new signing, striping, high -
visibility pavement treatments, bicycle detectors, and actuated signals.

The Kimley-Horn team envisions the following scope of services for completion of the Terra
Linda -North San Rafael Improvements (NTPP Project No. 2004) project. Services to be
provided will include project research and data gathering, preliminary assessments,
alternatives evaluation and preparation of a detailed study report, environmental
documentation, preparation of plans and special provisions for construction (Construction
Bid Documents), design and quality control reviews (OC/QA), preparation of engineer's
estimates (Opinions of Probable Construction Costs), pre -construction bid support services,
grant compliance coordination and documentation, and project management and
administration including work planning and schedule adherence, arranging project meetings
and preparing status reports. Right-of-way acquisition support, construction support, and
construction management services may be provided if requested by the City.
Project research and data gathering will encompass collection of information necessary to
develop and evaluate alternatives in order to design the selected alternative for
implementation. The City will be responsible for furnishing available traffic counts and traffic
signal operation and timing information.

TASK 3.0 — ALTERNATIVES EVALUATIONMETAILED STUDY REPORT
The primary objective of this task is to develop alternative bikeway and pedestnan fac01;es
that minimize traffic, property, and other ,mpacts while providing a safe and enjoyable
experience for the pedestrian and the bicyclist. Based upon our field reconnaissance work,
site analysis; and input from City staff, advisory committee members, stakeholders, and
neighbors; we will graphically depict bikeway and pedestrian options that meet the City's
objectives, discuss those options with the City, and ultimately arrive at a preferred
improvement concept that will be carried forth into construction document preparation. The
City will be responsible for completing traffic impact analysis for improvement concepts and
providing recommended traffic signal phasing operation and timing for final design.

A key ingredient to the success of this project will be the screening of a ternatives with staff
to isolate alternatives that merit further review. Without this step, time and resources may be
wasted and the public will be unnecessarily confused. The screening effort will focus on fatal
flaws, which may be in the form of environmental, cost, aesthetic, function, safety, or
maintenance impacts. From this process, a preferred alternative (possibly with sub -options)
will emerge, which will allow the consultant team, staff, and the public to focus on a single
potential trail alignment based on pre -established goal, and objectives. Alta Planning and
Design (Alta) will prepare text, sections, plans, maps, and diagrams as necessary to convey
the preferred alignment.
All materials will be developed in the Project Report format for ease of Caltrans review. Two
or more design alternatives w II be prepared in AutoCAD at a scale of 1 in = 50 ft depicting
the design options. The Detailed Study Report will include plan, profile, and section views (as
needed) on the base map, showing all program elements, ADA access, crossing locations
(unsignalized, signalized), pathway sections, signage locations, and other improvements.

Detailed Study Report
The proposed project is an action considered eligible for a Categorical Exclusion under the
National Environmental Policy Act (NEPA) and a Categorical Exemption under the California
Environmental Quality Act (CEQA). It is assumed that the project will not result in any
significant environmental impacts or other exceptions to the NEPA or CEQA criteria.
Accordingly, a joint Categorical Exemption/Categorical Exclusion Determination Form wi!I be
prepared as outlined in Chapter 6 of Caltrans' Local Assistance Procedures Manual. This
document will be supported by a Preliminary Env;ronmental Studies (PES) form that will
reference a cultural resources letter report and a Natural Environment Study — Minimal
Impacts biological technical report. Kimley-Horn will attend one Ear,y Coordination Meeting
with the City of San Rafael and Caltrans' District Local Assistance Engineer to discuss the
PES. We will also respond to one round of City and Caltrans comments on the PES and
supporting technical studies.

Summary of Stakeholder Interviews
Our team will lead the public outreach, public workshops, and City Council presentations (six
meetings assumed) for the projects. Alta has led five public workshops in San Rafael in the
past six years on bicycle and pedestrian issues, primarily at the San Rafael Community
Center. Our workshops have been attended, on average, by over 40 people. and have
resulted in positive solutions and consensus. While we are proposing up to three public
workshops per project, this wiU likely be reduced when projects are combined, and all three
workshops may not be warranted. As an alternative, we may propose an Open House
approach where the public is invited to visit a room where different stations present different
aspects of the project, and staff are available to answer questions. Public workshops and
presentations will be combined to the extent practicable with those required for the
Northgate Gap Closure Bikeway (NTPP Project No. 2006).
Public Workshop #1
Alta will work with City staff to conduct public outreach efforts with stakeholders and the
community to obtain input about the project. We will help prepare and conduct a public
workshop located reasonably close to the corridor to review the project objectives, scope,
issues, and other elements Alta staff has managed wail over 500 public workshops on
bikeway and pedestrian projects. Our workshops are specifically designed to maximize
public input and provide a productive experience.
We will contact individual neighbors init,ally who may be directly impacted by a project
alternative as a matter of protocol. We will also contact local neighborhood organizations,
appropriate City committees, the MCCBC, business owners, and other intra and inter-
departmental groups.
In addition, we will provide a web -based Project Information Website via a link to the City's
website that allows members of the public to review documents and provide input. We will
advertise the workshops using flyers, a press release, and other means.
