RESOLUTION DIRECTING THE CITY MANAGER TO ISSUE A REQUEST FOR
PROPOSALS FOR A METHANE CAPTURE FEASIBILITY STUDY WITHIN THE
CITY OF SAN RAFAEL AND AREAS SERVED BY MARIN SANITARY SERVICE
AND THE CENTRAL MARIN SANITATION AGENCY, AND AUTHORIZING THE
CITY MANAGER TO ACCEPT $20,000 GRANT FROM PG&E TO BE UTILIZED FOR
SUCH STUDY
WHEREAS, in 2005, Mayor Boro became one of the initial signatories of the U.S.
Mayors Climate Protection Agreement on behalf of the City of San Rafael; and
WHEREAS, the City of San Rafael has implemented a number of programs and projects
to address climate change; and
WHEREAS, the City Council has approved a work program for a Climate Change
Action Plan and formed a Green Ribbon Committee and Green Teams; and
WHEREAS, commercial food waste in local landfills creates methane gas that
contributes to global warming, the City of San Rafael seeks new technology to reduce the
methane gas impact; and
WHEREAS, the Central Marin Sanitation Agency is capturing methane produced in two
anaerobic digesters and is utilizing the methane to power a portion of the plant; and
WHEREAS, Marin Sanitary Service has undertaken a pilot project to compost food
waste; and
WHEREAS, Pacific Gas and Electric has awarded a $20,000 grant to the City of San
Rafael to fund a report on methane capture feasibility; and
WHEREAS, the Central Marin Sanitation Agency has agreed to contribute an additional
$20,000 for the study.
NOW, THEREFORE BE IT RESOLVED, that the City Council of the City of San
Rafael authorizes the City Manager to issue a Request for Proposals for such study for a not to
exceed amount of $40,000; and
BE IT FURTHER RESOLVED that the City Council authorizes the City Manager to
accept the grant of $20,000 for the methane capture feasibility study from Pacific Gas and
Electric Company and to take such other actions as are appropriate to effectuate the intent of the
grant; and
BE IT FURTHER RESOLVED that the City Council authorizes the City Manager to
bill the Central Marin Sanitation Agency for one half of the cost of the study for a not to exceed
amount of $20,000.

foregoing Resolution was duly and regularly introduced and adopted at a regular meeting of the
City Council of said City held on Monday, the 17'' day of March, 2008 by the following vote, to
