SECOND READING AND FINAL ADOPTION OF ORDINANCE NO. 1815 - An Ordinance of the City Council of the City Of San Rafael Amending Sections 14.05.020 and 14.05.022 of the San Rafael Municipal Code to Eliminate Crematories as a Conditional Use in the Commercial/Office (C/O), Residential/Office (R/O), Second/Third Mixed Use West (2/3 MUW) and Fifth/Mission Residential Office (5/M R/O) Districts and Amending Section 14.06.020 to add Crematories as a Conditional Use in the Industrial (1) District Subject to a 650 Foot Buffer From Residential Districts and Schools and Design Criteria (CD) 5. Summary of Legislation Affecting San Rafael (CM) 6. Resolution Declaring a Parking Meter Holiday from Wednesday, November 26 through Monday, December 29, 2003 (MS) Approve as submitted. Resolution Approving a Three Hundred and Sixty Thousand Dollar Grant by the San Rafael Redevelopment Agency to Buckelew Community Housing Development Organization, Inc. and Making Findings and Approvals Pursuant to the California Redevelopment Law in Connection with the Utilization of Agency Low and Moderate Income Housing Funds Outside the Central San Rafael Redevelopment Project Area (1103 Lincoln Avenue) (RA) 10. Resolution Authorizing Street Closures for the 24th Annual Parade of Lights and 14th Annual Winter Wonderland and Snow on Friday, November 28, 2003 and Saturday, November 29, 2003 (RA) 11.
