A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF SAN RAFAEL ADOPTING THE MEASURE'S'
COMMITTEE REPORT COVERING THE ACTUAL FISCAL
YEAR 2006-2007 GENERAL FUND FIGURES, REVISED
FISCAL YEAR 2007-2008 GENERAL FUND BUDGET AND
THE PROPOSED FISCAL YEAR 2008-2009 GENERAL
FUND BUDGET
WHEREAS, on November 8, 2005, the voters of San Rafael approved a
Transactions and Use Tax ("Measure S"). This measure amended the San Rafael
Municipal Code to establish a .5% retail Transaction and Use Tax within the City of San
Rafael; and
WHEREAS, the enabling ordinance required the appointment of an independent
citizens' oversight committee that is required to review the collection and expenditure of
tax revenues collected under the authority of this ordinance; and
WHEREAS, on June 4, 2008, the Committee met and reviewed the City's General
Fund Actual Expenditure figures from fiscal year 2006-2007; the Annual Budget for fiscal
year 2007-2008; and the Committee finds that Measure S revenues were properly used to
maintain critical services, and
WHEREAS, the Committee evaluated the proposed expenditures as of June 4,
2008 for fiscal year 2008-2009 and noted with some concern that three budgeted positions
in the Public Works Department and one position in the Police Department are not being
filled as a result of budgetary considerations; and
WHEREAS, the Committee also noted that the projected Measure S revenue
increase for fiscal year 2008-2009 does not appear to be keeping up with projected
increases in expenses.
NOW, THEREFORE, BE IT RESOLVED, that the San Rafael City Council adopts the
report from the Measure 'S' Committee, a copy of which is hereby attached hereto as
Exhibit C and by this reference made a part hereof.
I, ESTHER C. BEIRNE, Clerk of the City of San Rafael, hereby certify that the foregoing
resolution was duly and regularly introduced and adopted at a regular meeting of the City
Council of said City held on Monday the 7th day of July, 2008, by the following vote, to wit:

By the City Transactions and Use Tax Committee (Measure "'S"
Oversight Committee)
June 10, 2008
On June 10, 2008, the City Transactions and Use Tax Committee, commonly
referred to as the 'Measure S Oversight Committee," met and reviewed the
General Fund Actual Budget figures for Fiscal Year 2006/2007 and the Annual
Budget figures for FY 2007/2008 as of June 4, 2008, as reflected in the attached
table. The Committee finds that Measure S revenues were properly used to
maintain critical services.
The committee has also evaluated the proposed expenditures for FY 2008/2009
as reflected in the attached table. We note, with some concern, that there are
three budgeted positions in the Public Works Department, and one in the Police
Department that are not being filled as a result of budgetary considerations. Our
concern is that there is the possibility that this understaffing may affect service
levels.
We also note that the projected Measure S revenue increase does not appear to
be keeping up with projected increases in expenses, and that this appears to be
related to general economic conditions.
