A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN
RAFAEL APPOINTING THE MEMBERS OF THE TREE ADVISORY
COMMITTEE AS PER THE RECOMMENDATION OF THE CITY
COUNCIL SUB COMMITTEE
WHEREAS, the City of San Rafael established a Tree Advisory Committee by Resolution
of the City Council ( Resolution No. 12493) on May 19, 2008; and
WHEREAS, the Tree Advisory Committee shall be advisory to the City's Park and
Recreation Commission and City Council; and
WHEREAS, an "ad hoc" Sub Committee composed of two members of the City Council
and two members of the City's Park and Recreation Commission convened to interview
applicants for the Tree Advisory Committee and have recommended seven persons for
appointment to the Committee and recommended the appointment of one alternate;
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SAN RAFAEL DOES
RESOLVE, DETERMINE AND ORDER AS FOLLOWS:
Upon recommendation of the "ad hoc" sub -committee, the City Council of the City
of San Rafael hereby appoints the following persons, in the following capacities, to
the City of San Rafael Tree Advisory Committee:
a. Mike Greene
b. Steve Patterson, Vice Chair
c. Sandra Sellinger
d. Nadine Watts
e. Mike Kadel, Bank of Marin, Business Representative
f. Fred Warnecke, Park and Recreation Commission, Chair
g. Jeff Kent, Design Review Board
h. Richard Cole, Alternate
Fred Warneke is appointed Chair of the Tree Advisory Committee and Steven
Patterson is appointed Vice Chair of the Committee.
2. The City Council hereby charges the Tree Advisory Committee with the following
goals:
a. Develop a comprehensive citywide street tree strategy, which could include
appropriate guidelines, policies and best practices, including a fiscal analysis of
all recommendations.
b. Create a system for regular reporting, tracking, and communication with PG&E
and the community regarding tree maintenance in relation to power lines.
c. Research and report on current opportunities for public private partnerships
and public education programs.
d. Examine alternatives (including budgetary impacts) for conducting a street tree
inventory and make recommendations on how to proceed with said inventory.
e. Work with staff to implement the strategies identified in the tasks above.
3. The City Council directs the Tree Advisory Committee to 1) prepare a written
report detailing the achievement of the Committee's goals and 2) submit the report
to the Park and Recreation Commission and the City Council prior to the sunset of
the Committee. The Committee shall sunset twenty-four (24) months from the date
of appointment, or on August 18, 2010, unless extended by action of the City
Council.
4. The City Council further directs the Tree Advisory Committee to 1) meet within one
month of appointment, 2) select a regular time and place for their meetings (at
least bi-monthly), and 3) conduct their meetings in compliance with all provisions of
the Ralph M. Brown Act, the Political Reform Act and Fair Political Practices
Commission regulations, and the City of San Rafael Ethics and Travel
Reimbursement Policy
I, Esther C. Beirne, Clerk of the City of San Rafael, hereby certify that the foregoing Resolution
was duly and regularly introduced and adopted at a regular meeting of the City Council of the
City of San Rafael, held on Monday, the 18th day of August, 2008, by the following vote, to wit:
