HomeMy WebLinkAboutCC Resolution 12602 (Street Resurfacing)RESOLUTION NO. 12602 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN RAFAEL AUTHORIZING THE CITY MANAGER TO APPROVE A CHANGE ORDER FOR $110,000 TO "STREET RESURFACING 07-08" (PROJECT #11100) TO REMOVE SLURRY SEAL AND RESURFACE FIFTH AVENUE. BETWEEN COURT ST. AND B ST. AND A ST. BETWEEN FOURTH STREET AND FIFTH AVENUE. WHEREAS, Public Works traditionally hires a contractor to slurry seal the streets impacted by the annual Street Painting Festival, and; WHEREAS, that practice has caused an unacceptable buildup of slurry seal over the asphalt base over time, and; WHEREAS, the built up slurry seal poses potential safety issues for pedestrians, bicyclists and motorists, and; WHEREAS, Public Works proposes a $110,000 change order to "Street Resurfacing 07- 08" (project #11100) to remove the slurry seal layer and place back 1.5" of asphalt pavement, and; WHEREAS, with Council's consent, Public Works would transfer $110,000 in Gas Tax funds from "Miscellaneous Right -of -Way 08-09" (project #11110) to "Street Resurfacing 07-08" (project #11100) to cover the cost of the change order. NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of San Rafael hereby authorizes the City Manager to approve a $110,000 change order to "Street Resurfacing 07-08" (project #11100) to remove slurry seal and resurface the above -referenced streets. (From the Italian Chalk Festival) Public Works has been asked to remove all existing slurry within the limits above and 1 %" asphalt pavement below the existing manholes and place back 1 '/Z" asphalt pavement. We have received an estimate from the Street Resurfacing Contractor in the amount of $110,000 to perform this work. The Italian festival has been placing two coats of slurry per year for each year of its existence (one smooth and one with aggregate). Because of this, the slurry has built up to 2" -2 '/2"+/ - above the asphalt roadway. This buildup has caused the following problem. 1. There is now a pedestrian tripping hazard at the gutters and manholes. 2. The wheel paths do not have proper friction coefficients due to the aggregate settling in the slurry. Richard says that we have the funds to cover this work.
