RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN RAFAELTO
ACCEPT THE GERSTLE PARK NEIGHBORHOOD TRAFFIC OPERATIONS
STUDY REPORT AND TO AUTHORIZE THE DEPARTMENT OF PUBLIC
WORKS TO IMPLEMENT A TEMPORARY TRIAL PROGRAM CONVERTING
"D" STREET TO A TWO WAY STREET BETWEEN FIRST AND SECOND
STREETS.
WHEREAS, the City of San Rafael and Gerstle Park Neighborhood
Association initiated the comprehensive "Gerstle Park Neighborhood Traffic Operations
Study" in 2006 to address the residents' concerns regarding traffic operations and safety in
the neighborhood; and
WHEREAS, the Gerstle Park Neighborhood Association (GPNA)
identified the traffic operations of the "D" Street corridor and the l st Street/C Street and 1"
Street/D Street intersections as major concerns; and
WHEREAS, the Traffic Study analyzed sixteen (16) options for the
possible conversion of "D" Street to a two-way street North of 1st Street and possible
additional traffic controls at the 1st Street/D Street and 1st Street/C Street intersections;
and
WHEREAS,, after obtaining input from ten (10) meetings with the GPNA
representatives and two general meetings with members of the entire neighborhood, City
staff determined that the preferred option for improvement of traffic operations in the area
is to convert "D" Street to a two-way street between 1st and 2nd Streets, to install all -way
stop controls at the 1st Street/C Street intersection and to restrict northbound left -turning
movements at "D" Street/I" Street and "D" Street/Frances Street intersections during 7:00
— 9:OOAM and 4:00 - 6:00 PM; and
WHEREAS, the temporary trial program creates fewer impacts on traffic
than the majority of other alternatives and said trial program has the complete support of
the GPNA; and
WHEREAS, the proposed improvements would be implemented as a
temporary trial program for an interim period of at least six (6) months during which staff
would monitor the traffic operations in the area, make necessary adjustments and collect
data for a final report to be presented to the City Council in (9) nine months; and
WHEREAS, after submission of the report and presentation to the
Council, the City Council will determine the final and permanent traffic configuration and
related improvements to be constructed in the area and will perform all required
environmental review on that project at that time; and
as Exhibit A;
WHEREAS, the complete report is attached hereto and incorporated herein
NOW, THEREFORE, BE IT RESOLVED by the City Council of the
City of San Rafael as follows:
1. The City Council finds and determines that all of the above recited facts
and those contained in the staff report are true and correct.
2. The City Council hereby accepts the Gerstle Park Neighborhood Traffic
Operations Study report.
3. The City Council hereby authorizes the Department of Public Works to
implement the temporary trial program including conversion of "D" Street to a two way
street between First and Second Streets, installation of all -way stop controls at the
intersection of First/C Streets and all necessary and related improvements. This shall be a
temporary, trial program and not a permanent change to traffic operations in this area
without future Council action.
4. The City Council directs Public Works staff to conduct necessary
studies, collect data and report back to City Council within nine (9) months after its
implementation
