A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN
RAFAEL AUTHORIZING SUBNIISSION OF A GRANT PROPOSAL AND
AGREEMENT WITH THE CALIFORNIA COASTAL COMMSSION
WHEREAS, the City of San Rafael Volunteer Program is the lead member and fiscal agent of an
anti -litter campaign called San Rafael Clean; and
WHEREAS, the Campaign is in need of funds to support an ongoing outreach and education
program throughout the City; and
WHEREAS, the California Coastal Commission Whale Tail grant matches the intent and financial
liability of the Campaign's public outreach program;
NOW, THEREFORE, BE IT RESOLVED that the City Council hereby:
1. Authorizes the submission of a grant proposal to the California Coastal Commission in the
amount of $20,907.30, and
2. Authorizes Cory Bytof, Volunteer Program Coordinator, to be the authorized representative
for this grant; and
3. Grants authority to enter into a contract with the California Coastal Commission should said
grant be approved.

Il. PROJECT DESCRIPTION
(a) Goals and objectives of our moiect
Our purpose is to raise awareness of the environmental effects of litter and share
tools for reducing litter and waste with school age children. The goals of our
project are to: show children the connection between littering and its harm to the
Bay and the wildlife it supports; develop watershed awareness; and instill an
ethic of earth stewardship. Through this program we aim to:
• Reach at least 1000 schoolchildren with our Litter Hurts curriculum, from
April '08 through March `09
• Make presentations to at least four parent groups on the connections
between consumption, littering, and environmental degradation
• Convene five community forums on these issues
(b) Details of how Droiect will be carried out
Our primary strategy for increasing awareness and reducing litter will be through
educational programs in the two school districts within the City of San Rafael:
Dixie Schools and San Rafael City Schools. We will recruit, train and supervise
volunteers and interns to help with the program We will reach out to every level,
offering interactive programs as follows:
• For elementary students — a three -lesson unit on "Litter and the
Environment," culminating in a hands-on project for the class and/or
school.
• For middle school students — an in -class or assembly presentation on
"Advertising, Consumption, and Litter," with the potential also for a
hands-on project.
• For high school students — similar presentations with a stronger focus on
community service projects.
In all of these lessons, a multi -media approach will be used, with slides, exhibits,
and discussion.
Publicity will include engaging the larger community to gain full support for our
work with several strategies planned:
Notice of community forums and of the school programs will be given
through local papers, TV, and radio, including Spanish-speaking media.
(These notices will include press releases, public service announcements,
and submission of opinion pieces.)

• City of San Rafael newsletters and e -letters will describe the program, invite
participation, and report on results.
• Service organizations (e.g., Scouts, Rotary) will be contacted via phone calls to members
and program leaders.
• The schools' publicity avenues will be used as well — parent bulletins, e -lists, etc.
• Banners and signs will be made for participating schools, using students' artwork where
appropriate.
(c) Statement of Need for Our Proiect
San Rafael is seeing an increased litter problem throughout the City. Schoolyards and parks are
inundated with plastic bottles, wrappers, soda rings, packaging, plastic bags, to -go containers and
cups, and many other forms of litter. Our Public Works Department estimates that well over
$100,000 is spent on Parks Division staff alone cleaning up just the larger concentrations of
litter. This does not include the Streets Division, which throughout the year must clean out storm
drains that are clogged with debris. San Rafael sits on the San Francisco Bay, to which all storm
drains lead. Much of our bay land is sensitive wildlife habitat.
Our most popular community park, Pickleweed Park and Community Center, borders the Bay
and the mouth of the canal that feeds it. Many of the park users are children and new immigrants
to the United States who have not been educated about litter and its harms. Many of these park
users rely on nearby fast food and convenience stores for their meals, all of which use an excess
of packaging and to -go containers.
This project will address the litter problem in San Rafael by educating local youth and their
parents about waste, non -biodegradability, wildlife impacts, and toxicity of plastics in the
environment. By arousing their compassion and concern, and showing simple things they can do
to take care of their city and waterways, our aim is to inspire more caring and conscious
behavior.
(d) Statement of Need for Requested Funding
San Rafael Clean does limited marketing and educational work in this area. We have crafted an
education program geared toward elementary school children. Our current volunteer and staff
resources would allow us to visit only a handful of classrooms each year. This is time-
consuming work, and we feel that in order to make a measurable difference and reach a
significant portion of our population, we need dedicated staff resources. This grant would allow
us to hire a part-time coordinator to adapt the program for middle and high school students, to
deliver the program in dozens of classrooms this coining year, and to train community volunteers
in leading these lessons.
(e) Audience and Geographic Area Served by our Proiect
We intend to reach 1000 school children, ages six through eighteen, from various ethnic and
socio-economic backgrounds in the San Rafael area. San Rafael is comprised of 56,000

residents, of which there are 12,000 children, 13,000 foreign speaking residents from various
countries, and 15,000 young people ages fifteen to thirty-four who are statistically the population
most likely to litter. There are 6,400 businesses in San Rafael and approximately 12,000 visitors
to our City on a daily basis. There are fifteen public schools in the two school districts. All of
these sectors are targets of our Campaign. The geographic area served would encompass the
City of San Rafael. We expect a natural spillover into surrounding communities.
(fl Techniques Used to Evaluate Success of our Project Relative to Our Goals
Our success will be measured not only in terms of the numbers of students reached, but also in
terms of the fundamental aim of reducing litter on yards and playgrounds of participating
schools, and in reducing litter in our city parks and shorelines. We will measure this reduction in
two ways:
1. At every participating school, park, or shoreline area, we will identify a "target zone" to
observe over the year of our project. A photo will be taken of each Target Zone weekly at the
same time and day of the week. These photos will provide visual evidence of change.
2. We will also ask school principals to fill our a monthly Litter Report Card, a simple form
with several items to check and questions to elicit their impressions.
Observation and assessment are themselves powerful tools of change. Therefore, we will work
with each participating school to develop a "Motivation Plan," using self-monitoring techniques
and the power of encouragement to inspire real behavior change following our presentations.
III. Task List and Timeline
We are beginning outreach now as we will move forward with the project regardless of the grant,
but with scaled down goals and outcome expectations.

Neither requires a permit process.

forthcoming following the next City Council meeting of the City of San Rafael on Monday,
December 17, 2007. It is expected that Council will approve this as they did for last year's
submission as it pertains to their 5 year goals of environmental stewardship.
VI. Descrintion of Our Organization
San Rafael Clean Coalition was founded in 2005 in response to the growing load of litter on our
streets and shores. As a sponsored program of the City of San Rafael, the Coalition has
professional experience in managing funds and the necessary financial structures for careful,
accurate accounting.
The City of San Rafael Volunteer Program has coordinated numerous partnerships and managed
many events. The Coalition was formed specifically with the intent of having representation
across business, nonprofit, government, and community lines, in order to secure the professional
experience and resources necessary to cavy out an ambitious campaign. The key staff person is
Cory Bytof, City of San Rafael Volunteer Program Coordinator, who has experience facilitating
groups of people from various backgrounds. He is a graduate of the San Rafael Chamber of
Commerce Leadership Institute and has managed programs and public relations for the
Volunteer Program and the Falkirk Cultural Center since 1998.

1) Explanation of Rates and Hours for Position
Rates: One contract staff person at $45 per hour
Hours: ten hours per week x 46 weeks = 460 hours
460 hours @ $45/hour = $20,700
Benefits: no benefits will be applied to this rate as the individual will be hired as an independent
contractor. Benefits for the staff overseeing this program in the Total Project Budget column
were not calculated, but employee does receive full benefits. There are other indirect costs that
will be accumulated, however, this is our first year delivering the program and we do not have
data to reflect this yet. In any case, these expenses will all be paid for by coalition partners: City
of San Rafael, Marin Sanitary Service and/or Marin Conservation Corps or via the San Rafael
Clean project account from donations to our campaign.
