CITY OF SAN RAFAEL
PRESENTS THIS
OhLITION OF RPPRECIRTION
TO
MARK RINKEL
WHEREAS,
Mark Rinkel was hired as the City of San Rafael's first Systems Manager on
January 19, 1999 who early on replaced our Police and Fire Department dispatch
and records management systems resulting in improved efficiencies,
communications and interoperability among various users; and
WHEREAS,
Mark was instrumental in making technology upgrades across all City
Departments, including the installation of citywide e-mail and calendar sharing
network applications; and
WHEREAS,
Mark was promoted to the Information Technology Manager on August 2, 2004
and assumed the broader responsibilities of managing and overseeing all of the
City's computer networks, applications and telephone systems; and
WHEREAS,
throughout his tenure with the City of San Rafael, Mark is recognized as a 'can
do' guy who does whatever it takes to keep our computers and technologies
running effectively and continuously; and
WHEREAS,
Mark's hallmark has been a drive to be very customer service oriented; he
developed an IT Team that not only shares this same value but makes sure that
customer satisfaction is carried out in all requests or needs; and
WHEREAS,
Mark made sure to balance his customer service expectations with fun in the IT
Division, so much so that the annual Halloween decorations in City Hall rivaled
the Little Shop of Horrors; and
WHEREAS,
the epitome of customer service by Mark can be measured in how many times he
provided cell phone and PDA replacements for the Mayor, making sure that the
backup and redundancy capabilities were consistent with NASA specifications.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of San Rafael hereby expresses its
gratitude to Mark Rinkel for over eight years of dynamic leadership, creative thinking and customer focus in
the technology disciplines that has resulted in improved organizational capabilities and outputs to the
community, Mayor, City Council and City staff.
