Closed Session: - None OPEN TIME FOR PUBLIC EXPRESSION - 7:00 PM Bob Stephens, Citizens for Sustainable Pension Plans, addressed Council regarding COIN (Civic Openness in Negotiations) Mayor Phillips Carolyn Lenert, North San Rafael Coalition of Residents, announced the Jean Starkweather Memorial Environmental Award for a resident of the San Rafael 94903 zip code, for which nominations were now open at: our94903community@hotmail.com Mayor Phillips Walter Cox addressed an issue in his neighborhood, (Brookdale Avenue) and suggested the Council consider a citywide ban on RV parking overnight.
