CONSENT CALENDAR
Member Thayer moved and Member Shippey seconded, to approve the recommended action on the
following Consent Calendar item:

2. Approval of Minutes of Regular Meeting of Minutes held over to the 2/1/93
January 4, 1993 (AS) meeting for approval, due to the
absence of Chairman Boro and
Member Cohen.

3. QUARTERLY HOUSING REPORT - File R-173 x (SRCC) 187 x 13-16
Vice -Chair Breiner asked Assistant Executive Director Ours to address the
affordability issue to make possible changes in the current formula. She explained
that in a somewhat wealthy county like Marin, the median income is so high that when
the affordability is tied to income level, recently it has meant the affordable
units are practically the same as the market rate units. She stated this had come
up with regard to the McInnis Park Apartments, and other issues as well, and
indicated this was worth some attention for the future.
Mr. Ours gave as an example of how they were attempting to do this, a two-bedroom
apartment being dropped down to two people in residence to attempt to achieve a more
affordable mix.

Executive Director Nicolai stated staff would be going through a General Plan review
in the near future which is where these formulas are incorporated and asked if Mrs.
Breiner wanted this information in the General Plan update or prior to this process.
Mrs. Breiner responded she felt this was an issue that needed to be addressed
through a General Plan amendment as soon as possible. Mr. Ours suggested staff
could bring some general guidelines back to the Agency soon. Mrs. Breiner stated
that unless there was a standard, the City would run into trouble if they try to do
a specific project, such as the St. Isabella's project and others. Ms. Nicolai
stated staff would get the information back with possibly a separate issue prior to
the General Plan amendment process. Mr. Ours stated the current affordable housing
rate formulas are market rate housing and asked if what Mrs. Breiner was asking for
was something that would be below market rate. Mrs. Breiner responded affirmatively
and stated she has received correspondence on this issue from Jay Tillotson of the
San Rafael Housing Corporation, which prompted her to question this process.
Member Thayer stated this issue came up during the General Plan hearings and at that
time the City started looking at median income and found 120% above median was no
longer affordable. She stated she was wondering if they could take a percentage
which is much lower than that and still "peg" it to income as do the HUD figures,
rather than having an 80% figure; for example, having a 50% figure or whatever it
takes. Ms. Nicolai responded the Agency members could probably do whatever they
wanted, but they might run into how achievable this will be and require more
participation on staff's part to make this happen. Ms. Nicolai stated the reality
was there are more costs involved now, particularly the land costs. Ms. Nicolai
stated she understood what Mrs. Breiner needed to know was what the trade-offs might
be for putting more affordable units in by the City's definition, but what staff
needed to know was what the ramifications might be if the Agency would make that
their overall policy of what qualifies as affordable housing.
Mrs. Breiner suggested that it might be worth discussing this with BRIDGE and other
agencies that are involved in affordable housing projects and see what they are
doing. Ms. Nicolai stated they should keep in mind San Rafael was doing better than
any other jurisdiction in Marin County while getting this information.

4. RESOLUTION ACCEPTING PROPOSAL AND AUTHORIZING EXECUTION OF CONTRACT WITH MORAN AND
ASSOCIATES FOR THE ORGANIZING OF THE PROVISION OF THE FINAL MAJOR PUBLIC EVENT OF
THE DOWNTOWN COMMUNITY PLAN (RA) - File R-309
Member Thayer asked, with regard to the budget figure of $3,500, if this was for the
entire event, including the profit margin which goes to Moran and Associates. Mr.
Ours responded affirmatively.
Vice -Chair Breiner stated she hoped that most of these funds would not be used for a
major advertising issue. Mr. Ours responded there would be a lot of direct mail
done and the ads would be fairly simple.
Member Thayer moved and Member Shippey seconded, to adopt the Resolution accepting
the proposal from Moran and Associates for the provision of the final major public
event of the Downtown Community Plan.
