Boro, Chairman Dorothy L. Breiner, Member Paul M. Cohen, Member Joan Thayer, Member Absent: Michael A. Shippey, Member Also Present: Pamela J. Nicolai, Executive Director David Walker, Assistant Agency Attorney Jeanne M. Leoncini, Agency Secretary ORAL COMMUNICATIONS OF AN URGENCY NATURE None. CONSENT CALENDAR Member Breiner moved and Member Thayer seconded, to approve the recommended action on the following Consent Calendar items: ITEM RECOMMENDED ACTION 1. Approval of Minutes of Regular Meeting of Approved as submitted. March 1, 1993 (AS) 2. Unapproved Minutes of Redevelopment Citizens Accepted report. ANDERSEN DRIVE EXTENSION - ACCEPT PROPOSALS FOR WETLAND MITIGATION AND PERMIT PROCESSING (PW) - File R-331 Member Breiner asked with regard to Page 2, "*Plan Implementation and Monitoring Program (Task III)" and the explanation which stated, "Includes all work through construction and 5 to 10 years of annual monitoring.", why there was such a long time frame for this project. Assistant Executive Director (Public Works) Bernardi responded those were the types of requirements the Federal Government was putting out under their Section 404 permits that this should be monitored for that length of time. He stated the reality was that there would be a representative from the Federal Government coming out once a year to monitor this, as they were doing on the Spinnaker Point project. He stated nothing had changed in the cost from the previous year except possibly one or two hours more time spent. Member Breiner moved and Member Cohen seconded, to adopt the Resolution regarding the two proposals. SRRA MINUTES (Regular) 3/15/93 Page 1 N SRRA MINUTES (Regular) 3/15/93 Page RESOLUTION NO. 93-9 - ACCEPTING PROPOSALS FROM RADFORD HALL AND VICKI REYNOLDS FOR PREPARATION OF THE WETLAND MITIGATION AND PERMIT PROCESSING FOR ANDERSEN DRIVE EXTENSION IN THE AMOUNT OF $37,341 AYES: MEMBERS: Breiner, Cohen, Thayer & Chairman Boro NOES: MEMBERS: None ABSENT:MEMBERS: Shippey 4. AUTHORIZATION TO ENTER INTO THREE CONTRACTS IN CONNECTION WITH THE PURCHASE OF THE RAFAEL THEATRE: (RA) a. HAZARDOUS MATERIAL INVESTIGATION - File R-332 x R-260 b. STRUCTURAL ENGINEERING INVESTIGATION - File R-333 x R-260 C. HISTORIC RESOURCES INVENTORY - File R-275 x R-260 Assistant Executive Director Ours explained they were gathering the purchase documents which included the Hazardous Material Investigation, the Structural Investigation and Historic Resources Inventory. He stated the Hazardous Material Investigation was to be done by an asbestos contractor. Mr. Ours stated in working with the building, they have found some very unique situations such as, where the Rafael Theatre meets the Miranda Moon building, they could not ascertain which building the wall is actually owned by. He stated that has implications on the purchase, so they need to do some work to find out the answer to this question. Mr. Ours stated the third contract was in an area of great concern, which is the historic implications of the renovation of the Rafael Theatre. He noted the contractor they were recommending was with Architectural Resources who has done work on the Rafael Theatre in the past. He noted Architectural Resources was one of the highly qualified groups working on the Dominican House, who recommended them highly. He stated this contractor would be their historical advocate throughout the entire process of renovating the theatre. Member Breiner moved and Member Cohen seconded, to adopt the Resolution for the Hazardous Materials Investigation. RESOLUTION NO. 93-10 - AUTHORIZING THE ASSISTANT EXECUTIVE DIRECTOR TO EXECUTE AN AGREEMENT WITH ASBESTOS ADVISORY ASSOCIATION, INC. TO PROVIDE PRELIMINARY ENVIRONMENTAL SITE ASSESSMENT CONSULTING SERVICES FOR AN AMOUNT NOT TO EXCEED $5,520 (for a period not to exceed six months) (Re: Rafael Theatre) AYES: MEMBERS: Breiner, Cohen, Thayer & Chairman Boro NOES: MEMBERS: None ABSENT: MEMBERS: Shippey Member Breiner moved and Member Cohen seconded, to adopt the Resolution for the Structural Engineering Investigation. RESOLUTION NO. 93-12 - AUTHORIZING THE ASSISTANT EXECUTIVE DIRECTOR TO EXECUTE AN AGREEMENT WITH ARCHITECTURAL RESOURCES GROUP TO PROVIDE HISTORIC CONSULTING SERVICES FOR AN AMOUNT NOT TO EXCEED $10,000 (for a period of time not to exceed 18 months) (Re: Rafael Theatre) AYES: MEMBERS: Breiner, Cohen, Thayer & Chairman Boro NOES: MEMBERS: None ABSENT: MEMBERS: Shippey ADD ITEM: I. MACY'S DEPARTMENT STORE RELOCATION - File R-140 #8 Assistant Executive Director Ours informed the Agency that Macy's Department Store will be moving across Fourth Street on April 12 & 14, 1993. At the next meeting, Macy's will be asking the Agency for permission to close Fourth Street from 6:00 PM to 12 Midnight on those dates. The Electronics/Homewares Store will be opening on April 13th.
