Member Breiner moved and Member Shippey seconded, to put an item on the agenda as an
Emergency Item which occurred after the agenda was posted.

Public Works Director Bernardi explained that while the San Rafael Sanitation
District crew was in the process of installing a 36" diameter sewer force main
adjacent to an existing storm drain, a part of the apparently corroded pipe
collapsed into a PG&E gas line causing it to rupture. He stated they needed to
replace 180 feet of this collapsed storm drain.

Mr. Bernardi stated the funds for this project would be taken from those funds
currently set aside in the Redevelopment Agency Capital Improvements Budget for
the improvements to the Lindaro Street Station. He stated they were still
completing their studies for this pump station and it did not seem feasible that
they would be spending that money for this fiscal year, so he indicated staff
was requesting that the Agency Members would authorize the transfer of an amount
not to exceed $35,000 for the repair of the storm drain line and noted it would
be most cost effective to replace the line now because the contractor who did
the work for the Sanitation District was there now and there would be no more
moving costs, as well as engineering costs to prepare plans and specifications,
etc., to be paid if this was done at this time. Mr. Bernardi stated that by
doing this in this way it would save the City approximately $8,000 to $9,000.
Member Thayer asked, with regard to the deteriorated pipeline referred to by Mr.
Bernardi, if this would be brought back to the Agency in the near future for
further work. Mr. Bernardi responded they knew that all the storm drains in
that area were installed at about the same time, so without having to look too
carefully at the rest of them, staff felt fairly confident they were in much the
same condition. He noted they were only requesting the 180 linear feet be
repaired, because it was in an immediate area of construction and would be
beneficial to do this now.
Member Shippey asked Mr. Bernardi when staff would propose to do a survey of
these lines because it might make more sense to do a survey now of the entire
line. Mr. Bernardi responded that if they had the funds available to replace
these lines, they would have to do a more thorough investigation on an
engineering basis to determine the elevations, alignments, etc., which would be
a more extensive project.
Chairman Boro asked if the Sanitation District planned to do any other work in
this area which might cause a similar problem? Mr. Bernardi responded the
current project ends at a point which would be out of this area for now.
Member Breiner moved and Member Shippey seconded, to adopt the Resolution.
RESOLUTION NO. 93-15 - AUTHORIZING THE EXPENDITURE OF FUNDS ON AN EMERGENCY
BASIS TO REPLACE 180 LINEAR FEET OF STORM DRAIN ON DUBOIS
STREET AT WOODLAND AVENUE, NOT TO EXCEED $35,000
