Boro, Chairman Dorothy L. Breiner, Member Michael A. Shippey, Member (arrived @ 7:33 PM) Joan Thayer, Member Absent: Paul M. Cohen, Member Also Present: Suzanne Golt, Assistant Executive Director Gary T. Ragghianti, Agency Attorney Jeanne M. Leoncini, Agency Secretary ORAL COMMUNICATIONS OF AN URGENCY NATURE None. CONSENT CALENDAR Member Breiner moved and Member Thayer seconded, taken on the following Consent Calendar items: ITEMS 1. Approval of Minutes of Regular Meeting of April 19, 1993 (AS) to approve the recommended action ACTION Approved as submitted. 2. Accept Proposal and Approve Execution of ADOPTED RESOLUTION NO. 93-16 - Contract with Wilbur Smith Associates for AUTHORIZING THE SIGNING OF AN Downtown/East San Rafael Traffic Model (RA) AGREEMENT WITH WILBUR SMITH - File R-334 x R-326 ASSOCIATES FOR THE PREPARATION OF AN "EAST SAN RAFAEL/DOWNTOWN TRAFFIC MODEL" 4. Resolution Approving Addendum to the Right -ADOPTED RESOLUTION NO. 93-17 - of -Entry Agreement for the Rafael Theatre APPROVING ADDENDUM TO THE (RA) - File R-260 x R-314 RIGHT -OF -ENTRY AGREEMENT FOR THE RAFAEL THEATRE AYES: MEMBERS: Breiner, Thayer & Chairman Boro NOES: MEMBERS: None ABSENT: MEMBERS: Cohen & Shippey The following item was pulled from the Consent Calendar for discussion: (Member Shippey arrived at the meeting at 7:33 PM.) 3. QUARTERLY HOUSING REPORT (RA) - File R-173 x (SRCC) 187 x 13-16 Member Breiner asked Assistant Executive Director Ours for information including the prior addresses and ages of the residents of the Centertown project to see if any of them were San Rafael residents prior to moving into the project, since it is now 100% occupied. Mr. Ours responded of the group of applicants they received for this project, about 85% were already San Rafael residents. He noted he did not have an exact breakdown available, but would get this information for the Agency. Mrs. Breiner asked for information regarding head of household, along with the ages and prior addresses. Mr. Ours Responded affirmatively. Member Breiner then asked with regard to the cost of consulting services, noting she was concerned about over spending the funds that were anticipated in this SRRA MINUTES (Regular) 5/3/93 Page 1 SRRA MINUTES (Regular) 5/3/93 Page 2 project. Chairman Boro responded this was almost the end of the fiscal year and SRRA MINUTES (Regular) 5/3/93 Page N 3 SRRA MINUTES (Regular) 5/3/93 Page Mrs. Breiner stated then she did not need this information. Mr. Ours stated they were very close. Member Thayer asked with regard to the Centertown project, if there were any City employees that applied for these apartments? Mr. Ours responded there were some applicants from the City, but was not sure whether they received apartments. He noted there were a number of people who worked in San Rafael who received apartments. Member Thayer then asked about a property in the Canal area that the Agency was interested in acquiring that had been checked out a long time ago, that was to be purchased through a combination of Redevelopment and non-profit housing funds. Mr. Ours responded staff had received a request from the Ecumenical Housing Association for $100,000 to participate in the acquisition of the project. He noted staff looked at the site, along with the San Rafael Fire Department, who advised them that before they became involved with the project they should do some additional site testing. He noted the Fire Department was concerned about some possible contamination at that site. He stated the owner of the property would not agree to that, so they were unable to obtain that property. Mrs. Thayer asked what type of toxicity was found there. Mr. Ours responded there were neighborhood uses that triggered Inspector Forrest Craig's attention that there were toxic substances stored in the neighbor's property and advised them not to go ahead with this until they were able to check and see if there was any of those in the ground water on the property they were considering purchasing. Mrs. Thayer asked for the address of this property. Mr. Ours responded he did not have it, but it was one block off Medway Road. Mrs. Thayer stated she would like to see the Redevelopment Agency pursue other properties in the Canal, because one of the problems in the Canal area was the overcrowding, and she felt if the City were involved in a project of buying one of these properties and working with the Housing Corporation to manage it, maybe they could obviate problems in one block in that area, such as tenant mix, the number of persons using the apartments, etc. She stated she would like to see this as an ongoing process in the Canal area. Mr. Ours responded that was a continuing goal of the Agency to find this type of property to get involved in that would not involve the problems that would expose the Agency to a lot of liability. Member Breiner asked Mr. Ours to get the exact address of that property to determine if it was something that was applying for funding through CDBG for purchase. Mr. Ours responded he believed it was, but did not know for sure and would bring this information back to her as soon as possible. Member Thayer moved and Member Breiner seconded, to accept the Quarterly Housing Report.
