Boro, Mayor San Rafael City Council Dorothy L. Breiner, Councilmember Michael A. Shippey, Councilmember Joan Thayer, Councilmember Paul M. Cohen, Councilmember Also Present: Pamela Nicolai, City Manager; Jeanne M. Leoncini, City Clerk I.RESOLUTION DECLARING CANVASS OF RETURNS, ELECTION OF NOVEMBER 2, 1993 (CC) - File 9-4 X 9-4.1 X 9-1 x 1-1 The following were elected: Barbara Heller and David J. Zappetini elected as Councilmembers for a full term of 4 years each. Councilmember Dorothy Breiner did not run for re-election and Michael A. Shippey was defeated. Members of the San Rafael Board of Education were elected as follows: John H. Childress and John King elected for a full term of 4 years each. David Capitolo did not run for re-election and Harry Holland was defeated. Two ballot measures were approved by the voters: Measure D - ALTERNATE PROCEDURE FOR PUBLICATION OF ORDINANCES Shall Section 7 of Article VII of the Charter of the City of San Rafael be amended to add an alternate method of publication of Ordinances in accordance with the general laws of the State of California for general law cities as set forth in Government Code Section 36933(c)? Measure E - AUTHORIZING PURCHASES AND CONTRACT BIDDING REQUIREMENTS TO BE FIXED BY ORDINANCE Shall Sections 3 and 3.1 of Article XIII of the Charter of the City of San Rafael be amended to provide that the City Manager, or another authorized City officer, shall purchase or contract for equipment, materials, and/or public works required by the City in the manner prescribed by City Ordinance adopted annually at a public hearing fixing bidding and advertising requirements. Councilmember Breiner moved and Councilmember Cohen seconded, to adopt a Resolution Declaring Canvas of Returns and Results of General Municipal Election held on November 2, 1993. RESOLUTION NO. 9060 - DECLARING CANVASS OF RETURNS AND RESULTS OF GENERAL MUNICIPAL ELECTION HELD ON NOVEMBER 2, 1993 AYES: COUNCILMEMBERS: Breiner, Cohen, Shippey, Thayer & Mayor Boro NOES: COUNCILMEMBERS: None ABSENT: COUNCILMEMBERS: None II. RESOLUTION OF APPRECIATION FOR COUNCILMEMBER MICHAEL A. SHIPPEY - File 102 x 9-1 Councilmember Breiner moved and Councilmember Thayer seconded, to adopt Resolution. RESOLUTION NO. 9061 - RESOLUTION OF APPRECIATION TO COUNCILMEMBER MICHAEL A. SHIPPEY AYES: COUNCILMEMBERS: Breiner, Cohen, Thayer & Mayor Boro NOES: COUNCILMEMBERS: None ABSENT: COUNCILMEMBERS: None ABSTAINED: COUNCILMEMBERS: Shippey Mayor Boro presented Councilmember Shippey with the Resolution of Appreciation, commending him for his dedication to the citizens of the City of San Rafael and thanking him for his 4 years of service. Councilmember Shippey thanked his fellow Councilmembers and staff and recited an Irish poem in parting - "May the road rise to meet you, may the wind be always at your SRCC MINUTES (Special) 11/9/93 Page 1 2 SRCC MINUTES (Special) 11/9/93 Page back, the sun shine warm upon your face, the rain fall soft on your fields, and until we meet again may God hold you in the hollow of His hand." III.SWEARING-IN CEREMONIES (CC) - File 9-4.1 x 9-1 City Clerk Leoncini administered the oath of office to newly elected Councilmembers Barbara Heller and David J. Zappetini. Councilmembers Barbara Heller and David J. Zappetini signed Affirmation Oaths regarding Confidentiality of Closed Sessions. City Clerk Leoncini then administered the oath of office to newly elected School Board Members John H. Childress and John King. The City Council meeting was adjourned to a reception in the lobby of City Hall. JEANNE M.
