TO
VERN DOUGHTY
WHEREAS, Vern Doughty has been a valued member of the Parks Division of the San Rafael
Department of Public Works since July 1994; and
WHEREAS, Vern is widely respected for his work ethic and integrity, giving his full attention
to co-workers seeking his assistance because he genuinely understands their concerns and will
go out of his way to help anyone; and
WHEREAS, Vern responds to questions and concerns from the public with the same sincerity
and thoughtfulness that he shows his co-workers; and
WHEREAS, Vern, the sole Parks Division Supervisor, does an excellent job of managing the
division's work crews; and
WHEREAS, Vern is conscientious in fulfilling all his responsibilities, from insuring that the
Terra Linda swimming pool is operated with the highest standards for the health and safety of
the community to maintaining San Rafael's 50,000 plus street trees; and
WHEREAS, Vern, or Mr. Doughty as he prefers to be known, makes a special effort to address
the needs of other City departments, as evidenced by the important role he plays in City -
sponsored special events such as the Farmers' Market, the Classic Car Parade, the Street
Painting Festival and even the occasional "Burning Man" sculpture.
NOW, THEREFORE, BE IT RESOLVED that the Mayor and City Council of the City of
San Rafael hereby designate Vern Doughty as the "Employee of the Quarter" for the fourth
quarter of 2005 and express sincere appreciation for his dedication, professionalism and
outstanding service to the City of San Rafael.
