A Resolution of the City Council of the City of San
Rafael Authorizing the City Manager, Public Works
Director and the Fire Chief to Act as Authorized
Agents on Behalf of the City of San Rafael to Work
with the State Office of Emergency Services in
Matters Pertaining to Disaster Assistance.
BE IT RESOLVED, by the Council of the City of San Rafael as follows:
WHEREAS, on February 3, 2006, President Bush signed a major disaster
declaration authorizing the Federal Emergency Management Agency (FEMA) to provide
federal assistance to 29 California counties, including Marin County, for the 2005-2006
Winter Storms; and
WHEREAS, the City has incurred significant storm related costs; and
WHEREAS, FEMA will reimburse public entities for certain storm related costs;
and
WHEREAS, the Governor's Office of Emergency Services requires applicants for
federal reimbursement to authorize certain City employees to work with the State Office
of Emergency Services on matters pertaining to disaster assistance.
NOW, THEREFORE, BE IT RESOLVED, by the Council of the City of San
Rafael that the City Manager, Public Works Director and the Fire Chief are hereby
designated to execute agreements and documents on behalf of the City of San Rafael
for the purpose of obtaining federal financial assistance.
I, JEANNE M. LEONCINI, Clerk of the City of San Rafael, hereby certify that the
foregoing resolution was duly and regularly introduced and adopted at a regular
meeting of the Council of said City on Tuesday, the 21 t of February 2006 by the
following vote, to wit:

purpose of obtaining certain federal financial assistance under P.L. 93-288 as amended by the Robert T. Stafford Disaster Relief
and Emergency Assistance Act of 1988, and/or state financial assistance under the California Disaster Assistance Act.
THAT the City of San Rafael , a public entity established under the laws of the State of California, hereby
authorizes its agent(s) to provide to the State Office of Emergency Services for all matters pertaining to such state disaster
assistance the assurances and agreements required.
