HomeMy WebLinkAboutCC Resolution 11932 (Purchase Exhaust System in Fire Station Vehicle)RESOLUTION NO. 11932 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN RAFAEL APPROVING AND AUTHORIZING THE INTERIM CITY MANAGER TO EXECUTE AN AGREEMENT WITH THE NEDERMAN COMPANY FOR THE PURCHASE AND INSTALLATION OF THE NEDERMAN MAGNATRACK EXHAUST SYSTEM IN FIRE STATION VEHICLE BAYS, USING $114,500 FROM A HOMELAND SECURITY GRANT AND APPROXIMATELY $29,000 FROM CAPITAL IMPROVEMENT FUNDS. WHEREAS, The San Rafael Fire Department has need to complete the installation of Vehicle Exhaust Extractors in all Fire Station Vehicle Bays because current wall fans do not sufficiently remove diesel exhaust by-products; and WHEREAS, research was conducted to determine the most effective vehicle exhaust systems for Fire Station Bays in 2001 resulting in the selection and installation of the Nederman Magnatrack Exhaust System in two vehicle bays at Fire Station 1 and Fire Station 4 and these systems have proven to be highly dependable, effective and low -maintenance; and WHEREAS, because the exhaust couplers are proprietary and because the Fire Department has 6 fire stations with multiple bays which are all used by all of the Department's fire engines, the new exhaust system must be uniform and compatible with the existing equipment; and WHEREAS, the San Rafael Fire Department received a grant of $114,500 from the Office of Homeland Security for the purchase and installation of diesel exhaust extractors within its Fire Stations with a 20% matching fund requirement; and WHEREAS, due to concern for public and employee health and safety, it is necessary to purchase and install exhaust extractors in all fire stations at the earliest possible time. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of San Rafael as follows: 1. The City Council finds that, because the Nederman Company exhaust couplers currently on fire engines are proprietary and because the Fire Department has 6 fire stations with multiple bays which are all used by all of the Department's fire engines, the new exhaust system extractors must be uniform and compatible with the existing equipment. The Nederman Company is the only provider of compatible equipment and, accordingly, the Council finds that, pursuant to section 2.55.070 D of the San Rafael Municipal Code necessary standardization requires purchase of this compatible equipment from the Nederman Company as a sole source, and consequently, the Council waives the bidding requirement of 2.55.100 for the purchase and installation of Nederman Magnatrack Exhaust Extractors. 2. The City Council approves and authorizes the Interim City Manager to execute an agreement for the purchase and installation of Nederman Magnatrack Exhaust Extractors in all Fire Station Vehicle Bays. 3. The City Council authorizes the expenditure of $114,500 from Homeland Security Grant Funds and approximately $29,000 from the CIP Fund for this purchase. I, JEANNE M.
