HomeMy WebLinkAboutCC Resolution 11949 (Summer Sale Sidewalk Pilot Program)RESOLUTION NO. 11949 RESOLUTION AUTHORIZING A SUMMER SALE SIDEWALK PILOT PROGRAM FOR THE WEST END VILLAGE WHEREAS, Our Vision of Downtown San Rafael describes Downtown as having a healthy retail sector and busy, active streetscapes and WHEREAS, limited business or other activities on the sidewalk could bolster retail activities and adding visual interest Downtown; and WHEREAS, merchants in the West End Village have requested permission to conduct four sidewalk sales on the second Saturday of June, July, August and September from 10 am to 5 pm to attract additional customers to the Village during the summer months; and WHEREAS, no street closure is required; and WHEREAS, each merchant participating in the event would be required to enter into an agreement with the City in a form to be approved by the City Attorney, and have workers compensation and comprehensive liability insurance in a minimum amount of $ 1,000,0000 per occurrence, naming the City as an additional insured; and WHEREAS, a pilot program will provide an opportunity to assess this event and the issues that must be addressed for events of this type; and NOW, THEREFORE IT IS HEREBY RESOLVED that a pilot program be established for this event. The Economic Development Department will monitor the event and provide a report to the City Council if requested. The parameters of the program are: 1. Only those business that have met the requirements of the program, including insurance coverage, may have activities on the sidewalk; 2. The operation of an activity on the sidewalk is limited to the duration of the program and does not confer the right to continue operation beyond that time; 3. Participation in the program does not eliminate the need to secure any other required permit such as a business license. I, JEANNE M.
