CITY OF SAN RAFAEL
PRESENTS THIS
RESOMITION OF 11PPREEIRTION
TO
!7KAISER HOSPITAL, THANKING THEM FOR THEIR GENEROSITY IN GRANTING $137,500 TO PURCHASE
FOUR 12 -LEAD HEART MONITORS AND THEIR SUPERB LEADERSHIP AND TRAINING
TO THE CITY OF SAN RAFAEL FIRE DEPARTMENT
WHEREAS, the San Rafael Fire Department provides paramedic service to residents and visitors in the City of
San Rafael under guidance of a Medical Director and a Continuous Quality Improvement Officer; and
WHEREAS, the Fire Department and Kaiser Hospital have a long-standing and positive working relationship to
assist the public; and
WHEREAS, Kaiser Hospital, under the direction of Medical Group Administrator Pat Kendall, provides
Emergency Room Physician Dr. Vickie Martinez as the Fire Department Medical Director and Kaiser Emergency Room
Nurse Elizabeth Froneberger as the Continuous Quality Improvement Officer for the City of San Rafael Fire Department;
and
WHEREAS, emergency angioplasty has become a trusted alternative in many situations to immediate heart
surgery, based upon the information provided by 12 -lead heart monitor patient assessment by paramedics; and
WHEREAS, Kaiser Doctor Vickie Martinez, recognizing the City was not currently in a position to fund new
heart monitors, sought the support of Kaiser Medical Group Administrator Pat Kendall to grant fund the San Rafael Fire
Department for purchase of 12 -lead heart monitors, with Doctor Vickie Martinez and Emergency Room Nurse Elizabeth
Froneberger providing intensive training to San Rafael Firefighters on how to read the results of a 12 -lead monitoring
process; and
WHEREAS, the Fire Department has received four new 12 -Lead Heart Monitors and is completing additional
training from the manufacturer, after which they will be placed into service on four Paramedic Ambulance Units with
additional units to be placed on Fire Engines in July 2006;
NOW THEREFORE, BE IT RESOLVED that the City Council of the City of San Rafael thanks Kaiser Hospital
and Pat Kendall, Medical Group Administrator, for their partnership and generosity in providing a grant of $137,500 to
purchase four 12 -lead heart monitors for San Rafael Fire Department Paramedics;
BE IT FURTHER RESOLVED that the City Council of the City of San Rafael thanks Dr. Vickie Martinez and
Nurse Elizabeth Froneberger for their service and dedication to Emergency Medical Service Leadership and Training to
the San Rafael Fire Department.
