TO
WHEREAS, Barbara Barwood has been a dynamic and passionate advocate for the cause of
adult literacy in Marin County since 1985; and
WHEREAS, her initial commitment as a volunteer tutor led her to ever -more -responsible
positions within the Marin Literacy Program; and
WHEREAS, in 1988, Barbara became the Literacy Coordinator for the San Rafael office; and
WHEREAS, in 1990, Barbara brought a Families for Literacy grant to the Marin Literacy
Program; and
WHEREAS, on the retirement of Phil MacDonald in 1992, Barbara took on oversight of both
the City and County Literacy Programs, and then wrote a Joint Powers Agreement to link the
two programs formally and permanently; and
WHEREAS, Barbara nurtured the program over the next fourteen years, adding essential
components in order to make the Marin Literacy Program a well-rounded and multi -faceted,
comprehensive effort to address the cause of literacy; and
WHEREAS, she leaves a Marin Literacy Program that, while indebted to her for its youth,
adolescence, and growth to maturity, is at the same time prepared to continue as a strong and
healthy program.
NOW, THEREFORE, BE IT RESOLVED that the City Council of San Rafael hereby
recognizes, honors and commends the contributions of Barbara Barwood to the San Rafael
Public Library and the Marin County Free Library.
